City of Nashua ERP Procurement Includes the Nashua School District
The City of Nashua is accepting proposals under RFP 0619-093026 for a fully integrated cloud-based Enterprise Resource Planning system. The solution is intended for City-wide use, expressly including the Nashua School District, and covers Financials, Payroll, Human Resources, Tax, Utility Billing and related enterprise functions.
The RFP states that the City’s dependent school district serves approximately 10,000 students. Addendum 1 further confirms that the proposed budgeting solution is expected to replace both the City and School Department budgeting applications and that all employees and departments, including the school system, will be impacted by the implementation.
Deadline and Procurement Schedule
Proposal deadline: September 30, 2026 at 3:00 PM EST, using the time-zone wording stated by the controlling solicitation. The City bid page currently lists the procurement as Open. The RFP anticipates short-list selection October 30, demonstrations from November 16 through December 11, finalist selection December 31, 2026, and a project start of February 1, 2027.
Mandatory Pre-Proposal Qualification
A mandatory pre-proposal meeting was held July 28, 2026. Addendum 1 clarifies that the prime proposer/vendor must have had a representative attend that mandatory meeting; attendance by an OEM, subcontractor or other team member does not satisfy the condition unless that entity attended as the authorized representative of the prime contractor.
The Addendum’s published attendance list does not identify Dr. Miltie or QC Healthcare. Atlas therefore classifies a Dr. Miltie/QC direct response as No Bid and will not fabricate attendance, ERP qualifications or client references.
Vendor Qualifications and Scope
The original RFP requested demonstrated successful implementations in comparable cities and school districts. Addendum 1 resolves the reference count to five total client references, with fully completed implementations preferred from New England or the Northeast and implemented within the past five years. The City may reflect geographic proximity in scoring.
The procurement requires a broad ERP and implementation capability, including financial management, grants and project accounting, HR/payroll, budgeting, state and federal school reporting, data migration and interfaces, SSO/MFA, training, testing, documentation and go-live support. The implementation planning horizon is up to 48 months.
Funding, Bond and Insurance
The City expressly states in Addendum 1 that it is not sharing the project budget. No applicant-level value or total procurement ceiling is therefore published.
A performance bond is required for the proposer; Addendum 1 clarifies that it covers the one-time implementation/license cost rather than annual maintenance after implementation. Contract insurance requirements include $1 million per occurrence/$2 million aggregate general liability, $1 million automobile liability, statutory workers’ compensation, and $5 million each for technology errors and omissions/professional liability, cyber liability, and umbrella/excess liability.
Submission Method and Required Materials
Electronic submission through the City’s Bonfire procurement portal is acceptable. Vendors not using Bonfire may submit the specified hard-copy/USB package. Addendum 1 requires the cost proposal as a separate file and confirms the Functional Requirements worksheet should be submitted in Excel format. The revised Appendix E checklist is required as part of the proposal submission. Proposers must also acknowledge Addendum 1; failure to acknowledge it results in disqualification.
The response package includes the prescribed proposal sections, pricing, five client references, functional requirements, licensing/support/professional-services agreements and other required exhibits. Appendix D state and federal reporting documents are informational, but the proposer must provide narrative explaining how the system supports such reporting.
Atlas Opportunity Analysis
Atlas Opportunity Score: 79/100. This is a substantial, verified New Hampshire public-sector technology procurement with a direct Nashua School District component, a clear solicitation and amendment trail, and extensive school budgeting/reporting requirements. The score is moderated by the undisclosed budget and the already-passed mandatory pre-proposal attendance gate.
N9+ Fit Score: 0/100. The procurement concerns enterprise resource planning software and implementation, not telehealth, remote physical examination, clinical equipment or N9+ deployment. N9+ fit is not being forced.
Dr. Miltie/QC Healthcare direct-vendor determination: No Bid. The mandatory meeting gate has passed, the published attendance list does not identify Dr. Miltie/QC, and the required ERP implementation/reference profile is not established.
