Atlas Analysis

Closed 2026 Nevada STOP/SASP application cycle for eligible public agencies, courts, prosecutors, law-enforcement entities and nonprofit victim-service organizations. Program-specific eligibility and cost rules differ between STOP and SASP and should be checked against the controlling Nevada OAG materials.

Open now. The State of Nevada Office of the Attorney General is accepting applications for the Calendar Year 2027 Violence Against Women Act (VAWA) STOP/SASP Grant Programs. The controlling NOFO identifies Services Training Officers Prosecutors (STOP), ALN 16.588, and Sexual Assault Services Program (SASP), ALN 16.017.

Deadline: Friday, October 2, 2026 by 5:00 PM Pacific Standard Time, exactly as stated by Nevada OAG, with no exceptions. Email the complete application packet and attachments to AGGrants@ag.nv.gov. For documented technical issues, the NOFO directs applicants to contact the Grants Unit no later than Monday, September 28, 2026 at 2:00 PM Pacific Standard Time.

Funding period: January 1 through December 31, 2027. Nevada OAG’s posted CY27 Application Questions and Answers confirms $1,760,805 in STOP funding and $810,422 in SASP funding are available statewide, with no set county breakouts. The posted CY27 materials do not identify an applicant maximum, and OAG may award more or less than requested and negotiate scope and budget before award.

Eligibility: applicants must be a public agency, tribal government, or nonprofit organization incorporated and qualified to do business in Nevada, carry out activities within applicable federal purpose areas, and possess or obtain a UEI and current SAM registration before receiving funds. SASP is limited to nonprofit, nongovernmental direct-service providers serving victims of sexual violence.

Match/cost share: STOP generally imposes a 25% match on total program cost, but Nevada OAG’s posted CY27 Application Questions and Answers clarifies that tribes and nonprofit victim-service providers are fully exempt from the match requirement. Cash and eligible in-kind nonfederal contributions may be used; match cannot come from another federal source.

Allowable costs: eligible VAWA costs may generally include personnel and fringe benefits, training, technical assistance, data collection, and equipment directly supporting eligible objectives and victim services. Cash, gift cards, vouchers, and similar cash equivalents are not fundable. Federal funds must supplement rather than supplant existing funding. Eligible applicants may use a federally negotiated indirect-cost rate or, when applicable, the 15% de minimis rate described in the NOFO.

Healthcare/forensic priority: STOP Purpose Area 8 expressly includes training sexual-assault forensic medical personnel examiners in evidence collection and preservation, analysis, prevention, expert testimony, and treatment of trauma related to sexual assault. Nevada State Priority 1 is Strengthening Sexual Assault Response and Forensic Capacity, including expansion of SANE/SAFE capacity, particularly in rural and frontier regions. SASP expressly cannot fund sexual-assault forensic examiner projects or criminal-justice activities.

Required application package: Title Page and Purpose Area Page; Applicant Summary Letter; Project Narrative Parts A-I; STOP Certification; Certification of Non-Discrimination; Confidentiality Acknowledgement; Standard Certifications; Standard Assurances; Nevada Attorney General’s Office Acknowledgement Form; MOU or collaboration letter(s); service-venue commitment letter if applicable; non-supplanting letter; IRS 501(c)(3) determination letter if applicable; VAWA-informed victim-centered confidentiality policy; Board list, organizational chart, and executive-compensation disclosure as applicable; Cost Allocation Plan; mandatory OAG Budget Narrative Form with justification; liability insurance certificates if applicable; federally negotiated indirect-cost agreement if applicable; Agency Self-Assessment; and the Application Content Checklist. Missing required components, signatures, or attachments makes an application incomplete.

Submission/format: use the supplied forms; observe Parts 1-3 page limits; use standard 8.5 x 11 inch white paper, 12-point Times New Roman and 1-inch margins, with narrative generally double-spaced; number all pages including attachments as one packet; and place the checklist last.

Amendments/FAQ: the official grants page now lists the CY27 NOFO, required forms, pre-application webinar materials, and the posted CY27 Application Questions and Answers. The FAQ confirms statewide funding of $1,760,805 for STOP and $810,422 for SASP, confirms nonprofit victim-service providers are fully exempt from the 25% match requirement, and states that federal purpose areas are required while State Priority selections are optional. Recheck the OAG page for any later amendment or addendum before submission.

Realistic Nevada applicants: Nevada Institute of Forensic Nursing has particularly strong STOP alignment for SANE/SAFE and rural forensic-capacity work. Other realistic applicant classes include qualifying survivor-service nonprofits such as SafeNest, Signs of Hope, Domestic Violence Resource Center and the Inter-Tribal Council of Nevada Family Violence Prevention Program, plus eligible Nevada public, tribal, prosecution, court and law-enforcement entities pursuing authorized purpose areas.

Atlas Opportunity Score: 89/100. Current statewide federal-pass-through opportunity with a clear application pathway and strong rural/forensic priorities, though the total pool and applicant ceiling are not fixed.

N9+ Fit Score: 64/100 conditional. The NOFO does not name N9+, telehealth, or remote-exam technology. STOP does allow eligible equipment and prioritizes SANE/SAFE and rural/frontier forensic capacity, so any N9+ component must be applicant-led, directly tied to an eligible STOP purpose area and state priority, and confirmed allowable before inclusion. No N9+ fit is inferred for SASP forensic-exam funding because SASP excludes forensic examiner projects.

Dr. Miltie/QC Healthcare: not eligible as a direct applicant under the public/tribal/nonprofit rule. Any vendor or partnership role must sit within an eligible applicant-led project and remain subject to procurement, allowability, and funder requirements.
