Required next actionMonitor continuously. Before any Dr. Miltie/QC Healthcare direct pursuit, verify named surgeon/physician/RN personnel against Attachment 3, including licenses, trauma experience, board status, ATLS/TNCC as applicable, insurance, corporate/financial documentation, and Nebraska vendor registration. Do not infer qualifications.

Broad Eligibility

Qualified individuals or firms able to supply trauma or general surgeon/physician reviewers and trauma coordinator or manager RNs who satisfy the RFQ's documented licensing, trauma-experience, board/certification, ATLS/TNCC, insurance, and corporate requirements.

Atlas Analysis

Atlas Opportunity Score 58/100. Healthcare procurement with continuous qualification and fixed per-service compensation. N9+ Direct Vendor Fit 0/100. QC Healthcare is potentially adjacent through physician support, but no current Dr. Miltie/QC record located in this verification established the specific trauma-reviewer credentials required by Attachment 3. Partner/qualification dependent; do not bid without verified named personnel and documentation.

Nebraska DHHS is continuously accepting qualifications under RFQ 109205 O3 for trauma-system reviewers and consultants. The State is establishing a contractor pool of qualified trauma or general surgeons, physicians, and trauma coordinator or manager registered nurses to evaluate Nebraska hospitals seeking trauma designation or redesignation and to provide related consultation, orientation, focused review, complaint review, and technical assistance.

Funding and compensation

This is a state service procurement, not a grant. DHHS sets the reviewer fees rather than asking bidders to compete on price. The RFQ lists $1,000 per Basic or General initial designation, redesignation, complaint, or initial consultation review; $1,400 for those reviews at the Advanced level; $750 per focused or orientation review; $150 per technical-assistance request; and $150 per hour for comprehensive technical assistance.

Who can qualify

Individuals and firms may apply during the contract period. Proposed surgeon reviewers must document an unencumbered license, at least two years of active trauma-care experience, applicable board eligibility or certification, and current ATLS certification. Physician reviewers for Basic Trauma Center work must meet the stated licensing, trauma or equivalent emergency-medicine experience, board eligibility, and ATLS requirements. Trauma nurse reviewers must document an unencumbered RN license, qualifying trauma-program experience, and current TNCC certification.

Firms must also provide the RFQ form, the firm qualification attachment and supporting documentation, proof of insurance, required corporate and financial information, proposed personnel documentation, and a Nebraska vendor application if not already registered. The work can include onsite or virtual reviews as directed by DHHS and involves access to protected health information under a Business Associate Agreement.

Deadline

The solicitation remains listed by Nebraska DAS under Current Bid Opportunities with an opening status of Continuous. The initial 2021 opening date is historical; DHHS expressly allows qualified individuals or firms to submit during the contract period.

Atlas assessment

Atlas Opportunity Score: 58/100. N9+ Direct Vendor Fit: 0/100. The procurement is clinically relevant but does not fund remote physical examination equipment. QC Healthcare may have an adjacent physician-support capability, but Atlas has not verified that Dr. Miltie or QC Healthcare currently controls clinicians meeting the RFQ’s specific trauma-reviewer licensing, trauma-experience, ATLS/TNCC, and board-status requirements. Treat direct pursuit as partner/qualification dependent, and do not claim eligibility until named qualifying clinicians and required documentation are verified.
