Opportunity Overview
Nebraska DHHS SNAP Employment and Training RFA 5965 is a continuously open federal subaward opportunity through the Nebraska Department of Health and Human Services, Division of Children and Family Services, SNAP Next Step Employment and Training Program. The program funds eligible third-party partners that provide job training and educational services for low-income adults who receive or may be eligible for SNAP.
Deadline and Performance Period
Applications are accepted continuously. The RFA states that completed applications are reviewed upon receipt. Initial periods of performance generally start March 1 or October 1, depending on application timing, and run for one year, with up to four additional one-year renewal periods potentially available at DHHS discretion.
Eligibility
Eligible applicants include local governments, Indian tribes, institutions of higher education, nonprofit organizations, and for-profit entities. Third-party partners may include community colleges, vocational or high-school-equivalency providers, libraries, service organizations, hospitals, food banks, homeless shelters, employers, and other organizations capable of delivering allowable SNAP E&T services. Awards are cost-reimbursement subawards, not fee-for-service contracts, and no recipient may retain profit.
Funding and Mandatory Match
The RFA does not publish a fixed total funding pool or applicant request ceiling. DHHS states that total awards depend on applications received, actual federal funds available, and agency discretion. Section 4.4 does not state an applicant cap. Applicants must finance 100% of program costs up front with eligible non-federal resources, after which DHHS reimburses 50% of allowable and eligible costs. The required match is therefore 50% of total program costs. Federal funds from another source may not be used as match, and in-kind sources are not permitted as match. The non-federal share must remain available throughout the year.
Allowable Program Activities
Approved SNAP E&T components include supervised job search, job-search training, job retention, basic education, career or technical training, on-the-job training, orientation, individualized assessment and employment planning, and related supportive services. Budgets may include allowable personnel, travel, space, equipment, materials and supplies, operating expenses, indirect costs, and participant reimbursements for supportive services when consistent with federal and program rules.
Application Requirements and Submission
A complete application must include Form 1 Application Cover Sheet, Form 2 Applicant Organizational Overview, Form 3 Applicant Work Plan, and Form 4 Applicant Budget. DHHS permits one application per agency. Applications may be submitted electronically through the official Nebraska ShareFile link or as a hard-copy response using the addresses in the RFA. Electronic submissions may be one or multiple PDF files and must follow the RFA naming convention.
Applications are scored on organizational overview, work plan, and budget for 200 total points. A minimum score of 100 is required for consideration. Applicants reaching that threshold are asked to submit a presentation describing their existing or planned employment and training program, which DHHS evaluates on a pass/fail basis.
