National Children’s Alliance 2027 Equipment and Technology Support (ETS) – Alaska
Issuer: National Children’s Alliance (NCA), under the OJJDP Children’s Advocacy Centers National Subgrant Program.
Status: Open and accepting applications on a rolling basis. Final deadline: June 30, 2027 at 11:59 PM Eastern Time, or earlier if available funding is exhausted.
Award size: $5,000 to $50,000 per ETS award. NCA states that awards remain contingent on federal funding availability.
Alaska relevance
This is a strong technology and rural-access opportunity for eligible Alaska Children’s Advocacy Centers, qualifying multidisciplinary teams, satellite centers, and entities establishing a CAC. NCA expressly lists telemed forensic exam equipment among eligible medical examination equipment. Other supported technology includes forensic camera systems, alternate light sources, colposcopes and medscopes, forensic interviewing and observation systems, first-time HIPAA-compliant digital evidence management, remote case/peer-review technology, mobile victim-advocacy equipment, PCIT rooms, telehealth platforms, and selected operations technology.
Eligibility
Applicants must be public entities or private nonprofit entities and meet the applicable NCA organizational category and good-standing requirements. Eligible categories include NCA Accredited CACs, Associate/Developing Centers, Affiliate MDTs, Satellite CACs, qualifying non-member multidisciplinary teams in areas without an existing CAC, and entities in the process of establishing a CAC. A valid Unique Entity Identifier and active SAM registration are required before award. Non-member MDTs and entities establishing a CAC must provide the required state-chapter support letter.
Costs, procurement, and grant administration
ETS supports equipment, hardware, software, and related implementation services. Furniture and supplies identified by NCA are not allowable, and Personnel and Fringe costs are unallowable for ETS awards. NCA requires applicants to demonstrate cost effectiveness; equipment purchases over $10,000 must include the most cost-effective selection. Current ETS guidance requires multiple vendor quotes, with sole-source procurement potentially allowable when consistent with the applicant’s procurement policies and supported by appropriate justification. Training may be included when incorporated into the vendor invoice rather than submitted as a separate consulting agreement.
NCA awards are reimbursement grants. The period of performance may not exceed 180 days and extensions are not permitted. Federal funds may not supplant non-federal funds already appropriated for the same purpose. No mandatory non-federal match or cost-share requirement was located in the current 2027 ETS RFP text reviewed by Atlas on September 11, 2026.
Application
Applications must be submitted through NCA’s Blackbaud YourCause online grants portal. Required components include organizational information, the pre-award checklist, the NCA Grant Proposal Budget and Timeline workbook with cost comparison, an audit when applicable, and state-chapter letters of support when applicable. Because funding can be exhausted before June 30, 2027, qualified Alaska applicants should not treat the final date as a target submission date.

N9+ has a legitimate potential fit because telemed forensic exam equipment is expressly within ETS scope, but N9+ should not be represented as a replacement for forensic-specific camera, colposcopy, evidence-capture, or other systems required by an applicant’s clinical/forensic workflow. Exact allowability must be tied to the applicant’s documented need and NCA-approved budget. QC Healthcare / Dr. Miltie partner fit: 45/100 conditional. Dr. Miltie is not being treated as a qualifying direct CAC applicant; any pursuit should be applicant-led and limited to a legitimate equipment/technology partner role.
Potential Alaska candidates include established Children’s Advocacy Center organizations and qualifying multidisciplinary teams, including organizations such as South Peninsula Haven House, The Children’s Place, and BBAHC/Nitaput, subject to current NCA eligibility, membership/good-standing status, applicant-specific need, procurement rules, and recipient verification before outreach.
