FDA FY2027 National Produce Safety Partnership Program
The U.S. Food and Drug Administration has opened a new, applicant-facing cooperative agreement competition under PAR-27-010 to help state and territorial produce safety agencies build and maintain food-safety regulatory programs. The program supports implementing the FDA Produce Safety Rule (21 CFR Part 112), farm inventories, outreach and education, inspections, compliance, data sharing and response to produce-related foodborne illness.
Who may apply?
Only state or U.S. territory government agencies with actual or potential regulatory responsibility for produce farms and activities covered by the FDA Produce Safety Rule may apply. One application per state or territory is allowed; agencies must coordinate internally to identify the lead entity. General nonprofits, individual growers, vendors and private practices are not eligible primary applicants.
Individual applicant funding
The full NOFO lists an award ceiling of $12,000,000 in total costs per award across a maximum five-year project period. This is NOT a routine amount for each jurisdiction. Actual annual funding is calculated from the agency-selected program TRACK and PATH, verified farm-inventory and workload bands, and permissible optional activities. A first-time applicant not previously funded under PAR-16-137 or PAR-21-174 may request up to $385,000 in its initial year. The FY2027 total national program funding estimate of $34,000,000 is not an individual award. No cost sharing is required; future-year funding depends on annual appropriations and satisfactory performance.

Existing separately funded work may not be double-counted. Applicants must review the official NOFO for detailed eligibility, reporting and program restrictions. This is financial assistance to regulatory agencies, not a procurement solicitation.
