FDA FY2027 Human and Animal Food Rapid Response Teams Cooperative Agreements
New applicant-facing opportunity. The U.S. Food and Drug Administration (FDA) issued NOFO PAR-27-014 on November 4, 2026, for state human and animal food regulatory programs to develop or maintain multiagency Rapid Response Teams that coordinate foodborne illness investigations, emergency response, surveillance, laboratory work, data sharing, training and food-safety prevention.
Funding and eligibility
Only eligible state manufactured-food, retail-food, produce, or animal-food regulatory programs may apply. Only one application per state is allowed. Applicants select RRT Development or RRT Maintenance, subject to the program-specific regulatory standards and FDA information-sharing requirements. Development applicants may seek up to $300,000 per year. Maintenance base awards are tiered at $150,000, $225,000, or $300,000 per year, with a possible additional three prevention-project subawards of $20,000 each for qualifying maintenance RRTs. The NOFO specifies a $360,000 annual maximum per award, including any applicable additional funding. The FY2027 overall program funding estimate of $6,500,000 is not an individual applicant award. The maximum project period is five years; future-year support is contingent. No cost sharing is required.
Deadlines and application requirements
The first-cycle optional Letter of Intent is due December 4, 2026. The first application deadline is January 4, 2027, at 11:59 p.m. local time of the applicant organization. Later announced application dates apply to subsequent cycles in 2028-2031. The application requires organization-specific selection of the RRT focus area, a project narrative addressing relevant objectives, budget and justification, required federal forms, and any applicable capability assessment materials. Active SAM registration, a UEI, Grants.gov and eRA Commons registrations are prerequisites. Applications are submitted through the official federal submission systems.
Significant conditions
The grant supports collaborative state food emergency response capacities; it is not a vendor procurement contract. RRT Maintenance applicants must distinguish additional prevention subawards from pass-through funding derived from base awards. Eligibility varies by regulatory program and current status of prior RRT cooperative agreements. Read the full NOFO and FDA Application Guide before applying.
