Community Care Corps Cohort 7: 2027–2028 Volunteer Nonmedical Assistance Grants
Community Care Corps, administered by the nonprofit Oasis Institute with USAging and Caregiver Action Network, is offering a nationwide competitive subgrant opportunity for local volunteer programs supporting family caregivers, older adults, and adults age 18 or older with disabilities. This is an applicant-facing financial-assistance award, not a vendor procurement. The current 23-page Request for Proposals was issued in October 2026.
Applicant awards, matching funds, and dates
Individual applicant awards range from $30,000 to $200,000 for an 18-month performance period scheduled for April 1, 2027 through September 30, 2028. Applications open November 2, 2026 and must be submitted by Wednesday, January 6, 2027 at 5:00 p.m. Eastern Time. The application period is upcoming as of November 1, 2026.
A minimum nonfederal match equal to 25% of the entire program budget is required, through eligible cash or in-kind contributions. The required minimum match equals one third of the federal grant amount requested: for a $120,000 grant request, at least $40,000 in match is required, yielding a $160,000 total program budget. Federal funds and funds already used as match for another grant may not be counted. The total funding reserved for volunteer-chaperone transportation programs is $1,500,000; approximately $2,069,464.50 is reserved for other eligible programs. Those are program allocations, not individual applicant awards.
Most award payments are made as quarterly reimbursements for documented eligible costs. Following onboarding, budget approval, a W-9, and execution of a subrecipient agreement, a one-time early disbursement of 10% of the approved federal award is available; the remaining 90% is reimbursed quarterly.
Eligible applicants and services
Applications may involve community nonprofits, Area Agencies on Aging, aging and disability providers, tribal organizations, faith-based organizations, government agencies, health systems, institutions of higher education, volunteer programs, and partners serving eligible populations. The lead applicant, recipient, and manager of funds must be a nonprofit organization. Private or for-profit entities may partner but may not serve as lead recipient. Letters of commitment are required from partners. An organization may participate in only one proposal for this performance period.
Funded local programs must provide nonmedical volunteer assistance in home or community settings to family caregivers; adults age 60 or older with difficulty living independently; or adults age 18 or older with disabilities who need help with daily-life activities. Priorities include family caregiver support, kinship households, respite, intergenerational volunteer connections, technology access, friendly visits, home assistance, and screened volunteer chaperones for nonemergency medical appointments. The chaperone track must provide door-through-door nonmedical assistance; volunteers may not act as medical advocates.
Restrictions and compliance
Grant funds cannot support medical or professional health care services, institutional care, individual cash grants, endowments, fundraising, lobbying, basic scientific research, building construction or rehabilitation, or most equipment and vehicle purchases unless specifically allowed by Older Americans Act Title IV. Volunteers require training and applicable background checks; one-on-one volunteers must also be fingerprinted, and volunteer drivers must pass a motor vehicle check. Awardees must safeguard personally identifying information and complete quarterly financial and performance reporting, outcome surveys, and learning activities. The federal award is governed by applicable 2 CFR 200 and HHS grant rules.
