FDA-supported 2027 Milk and Shellfish Safety Training Grants

The Association of Food and Drug Officials (AFDO), with FDA and national milk and shellfish safety partners, accepts 2027 Calendar Year training subaward applications for eligible state and Puerto Rico public food-safety regulatory agencies. The application portal opened September 28, 2026 and closes November 6, 2026 at 7:59 p.m. Eastern Time.

Individual award amounts

The minimum training subaward request is $500; the official 2027 guidance explicitly states there is no fixed individual application maximum. However, requests generally should not average more than $2,500 per person per course unless a detailed budget justification is submitted. The approximately $1,970,000 program-wide funding estimate covers 2027 training and potential future equipment awards and is not an individual grant amount. No general applicant matching percentage is stated in the controlling training guidelines.

Eligible applicants and application categories

Eligible applicants are state and territorial (Puerto Rico) agencies holding regulatory/rating authority or providing state laboratory services for implementation of the National Grade “A” Milk Safety Program and/or the National Shellfish Sanitation Program. Two separate application categories are available: Grade “A” Milk Safety Training and Shellfish Training. The same agency may apply in both categories when eligible, but each program is limited to one training application per category for this funding cycle. This program is not a general award for private dairy or fishing businesses.

Supported training and expenses

Funding supports training course participation, approved workshops and seminars, eligible participant travel, lodging and registration fees (FDA courses themselves have no registration fees). Eligible indirect expenses may be charged using an approved negotiated federal rate or a 15% de minimis rate. Requests should describe relevant 2027 courses, participants, learning objectives, and how training strengthens milk or shellfish safety oversight.

Key exclusions and reimbursement

Grant funding cannot cover employee salaries/fringe for training time, purchase of vehicles or boats, building construction or remodeling, routine food/catering outside travel per diem, membership dues, or costs funded under other awards. Subawards are generally reimbursement-based after approved requests, although AFDO may allow exceptions for particular projects. Grant reports and final reimbursement documentation are due within 30 days after the project end date; changes above the program’s amendment threshold require prior approval.
