What the Municipality Is Buying
The scope includes pre-employment physicals and functional capacity evaluations for municipal job categories including basic examinations, bus operators, police officers, dispatchers, lifeguards/pool managers, solid-waste positions, and related occupational-health services. The contractor must manage patient contact, HIPAA privacy/consent and release processes, supplies and specimen logistics, abnormal-result reporting, work-restriction/accommodation recommendations, secure results delivery, invoicing, record retention, and periodic coordination with the Municipality.
Qualifications and Service Requirements
Every report and result requires final review and sign-off by a State of Alaska licensed physician. Addendum No. 1 clarifies that the physician must be an MD or DO. A PA-C may perform examination activity only within Alaska scope and supervision requirements, with final review and signature by the Alaska-licensed physician. FMCSA registry status is not required, and Municipality forms should be used. The RFP also requires at least three references for same or similar services, personnel qualifications/resumes, a secure online platform, results generally within 72 hours, and the ability to cover the requested service set. With limited exceptions for specified testing, the core examination services must be available at one location.
Proposal and Evaluation
Technical scoring allocates 25 points to qualifications and experience, 20 points to the secure online platform, 25 points to fees, and 10 points to office location. Attachment H, Cost/Price Schedule, is mandatory; omission causes the proposal to receive no further consideration. An applicable Anchorage Business License preference may add up to 10 points. The Municipality may make one or multiple awards, reject proposals, negotiate, or request best-and-final offers.
Addenda and Current Updates
Addendum No. 1, issued September 8, 2026, clarifies physician/PA-C requirements, drug/alcohol screening treatment, FMCSA registry status, and use of Municipality forms. Addendum No. 2, issued September 9, 2026, confirms this is a brand-new contract with no incumbent, states the contractor is expected to cover all requested locations and services, and provides estimated annual service volumes that are expressly not guaranteed. Both addenda must be acknowledged as required by the solicitation package.
Atlas Control Assessment
N9+ should not be forced into this procurement. The core requirement is local, in-person occupational medicine with an Anchorage service location and Alaska-licensed physician oversight. A direct Dr. Miltie/QC Healthcare bid is only conditionally plausible and should not advance unless Anchorage facility access, Alaska-licensed physician coverage, the required secure platform, comparable references, full requested service coverage, and compliant pricing can all be substantiated.
