FY2027 Montana Better Local Bridges Grant
The Montana Department of Transportation (MDT) reopened the Better Local Bridges (BLB) program for state fiscal year 2027 beginning October 20, 2026, at 10:00 a.m. The program provides state financial assistance to qualifying Montana local governments for specified repairs or replacements of locally owned, publicly used off-system bridges and eligible non-National Bridge Inventory structures. The program is governed by Montana Administrative Rules 18.4.301–18.4.303, effective July 11, 2026.
Funding and local match
A local government may receive up to $1,000,000 per state fiscal year from this fund. A minimum 20% local match, calculated against the total project cost, is required. The Montana Association of Counties previously described approximately $10 million as the anticipated FY2027 project-award target, dependent on fund revenue; that estimate is a program-wide target, not an individual award or a guaranteed available balance. MDT distributes approved funds as a lump sum after a signed project agreement and approval of the local government’s Montana Environmental Policy Act (MEPA) checklist. Cost overruns are the local government’s responsibility.
Who may apply and what projects qualify
Eligible applicants are Montana cities, towns, counties and consolidated city-county governments applying for eligible structures that they own. The adopted rules permit specified projects involving off-system bridges in the National Bridge Inventory (NBI) and certain locally owned, publicly used culverts or minor bridges not in the NBI. Eligible project types include replacing an existing off-system bridge, replacing an off-system bridge with a qualifying non-NBI structure, replacing an existing non-NBI structure with an off-system bridge, or repairs that improve an off-system bridge’s load posting. The local government must administer the project. Vendor construction bids are not grant applications and do not confer applicant eligibility.
Application instructions and timing
Applications use MDT’s designated online grant-support portal. The adopted rules require the structure’s location and identifying details, a project scope and purpose, total project costs broken down by development, engineering and construction, the state amount requested, and the local match amount. Applications submitted in the initial 72 hours after the October 20 opening receive the published priority review sequence, beginning with closed bridges and then severely load-restricted bridges; later eligible submissions may be selected if money remains. The current official public program page does not state a universal closing date or an exact time zone for the opening. Applicants should confirm live portal availability, remaining funds, current forms and all application notices before submission.
