Montana Disaster and Emergency Services (MT DES) opened the Federal Fiscal Year 2026 State Homeland Security Program (SHSP) grant on September 9, 2026. Applications are accepted only through Euna Grants and close October 16, 2026 at 11:55 PM MDT.
SHSP is a reimbursement grant supporting Montana preparedness investments that build FEMA core capabilities across prevention, protection, mitigation, response, and recovery. Eligible activities can include planning, organization, equipment, training, exercises, construction or renovation, and grant administration, but every proposed project must establish a nexus to terrorism. Applications that do not explain that nexus will not be evaluated.
Eligibility and Funding
Eligible applicants are Montana local units of government, state agencies, and federally recognized Tribal governments within Montana. A local jurisdiction may also host an application on behalf of another entity, including a nonprofit or association, to address a critical need. Jurisdictions may submit up to three ranked project applications. Projects must be ranked by the applicable Local Emergency Planning Committee (LEPC) or Tribal Emergency Response Commission (TERC), and an unranked project will not be initially evaluated. The required LEPC/TERC ranking form is Attachment G of the state guidance and must be signed by the LEPC/TERC chair. Applicants also need a SAM.gov Unique Entity Identifier (UEI), and subrecipients must maintain NIMS adoption and implementation.
Montana’s FY2026 federal SHSP allocation is $4,362,750. There is no cost-share or match requirement, and the state guidance does not publish a universal per-project award ceiling. SHSP is reimbursement-based, so subrecipients receive funds after eligible purchases are made and invoices are paid. Montana may recommend partial funding when appropriate.
Allowable Activities and Procurement Controls
Allowable project areas include preparedness planning, qualifying personnel and travel, DHS Authorized Equipment List equipment, interoperable communications, training, exercises, approved construction or renovation, cybersecurity, critical-infrastructure protection, public alerting and warning, and related preparedness capabilities. Telecommunications and video-surveillance equipment or services that are China-made or China-affiliated are prohibited.
All FEMA procurement requirements apply. Applicants should research costs but must not select or commit to a specific vendor, product, or brand before award. Vendor and product selection are procurement activities that occur after award under the applicant’s documented procurement rules and applicable state, Tribal, local, and federal requirements. Pre-award costs, supplanting, mobile command vehicles, unauthorized exercise costs, general maintenance and repairs, and certain vehicle, apparatus, and medical-supply maintenance or wear costs are unallowable.
Period of Performance
The FY2026 State Guidance lists a period of performance of October 1, 2026 through September 30, 2028. The FY2026 Montana FAQ separately states that the period for most Montana subrecipients is October 1, 2026 through June 30, 2028. Applicants should follow the signed obligating document for the recipient-specific period of performance and confirm any discrepancy with MT DES before finalizing a project schedule or budget.
