Broad Eligibility

Accredited Missouri EMS and CHW training providers meeting applicable CoAEMSP/other standards for EMT, AEMT, paramedic, community paramedic or CHW instruction. Priority for rural and multi-county workforce training with EMS partners. Qualified urban training programs with rural satellite service may be considered where rural capacity is absent.

The Missouri Emergency Medical Services Association (MEMSA) is administering Rural Health Transformation Program workforce funding for qualifying accredited Missouri EMS and community-health-worker training programs. This is a noncompetitive, eligibility-based program funded through an agreement with MEMSA rather than a generally open vendor bid. MEMSA states that eligible training providers may participate, but eligibility does not guarantee an award. Program funds support rural EMT, Advanced EMT, paramedic, community paramedic and community health worker training and related scholarships.

Eligible participants must be accredited Missouri training entities for the relevant education programs and must demonstrate capacity to serve Missouri rural healthcare workforce needs. Priority is given to rural programs, multi-county service areas and active EMS partnerships. MEMSA may consider an urban training entity with rural satellite services where no qualified rural training provider is available. Training organizations must meet applicable accreditation and licensing requirements and document course completion, certification, licensure and rural workforce placement outcomes.

For EMT and community health worker instruction, MEMSA lists up to $50,000 per approved course in first-year workforce training funding, with an expectation of at least 15 students per semester for funded courses. For scholarship-supported programs, stated cost-based ceilings are $2,500 to $5,000 per Advanced EMT student, $12,000 to $20,000 per paramedic student and $1,000 to $2,000 per community paramedic student. These are separate per-course or per-student caps, not a universal maximum grant per organization. MEMSA estimates $1.25 million in scholarship support across multiple programs, not per-applicant funding. Future funding is subject to federal and state availability.

Allowable costs may include accredited instruction, educational staffing, tuition, books, supplies, equipment and certification expenses when consistent with the approved program agreement and per-student caps. Eligible AEMT, paramedic and community-paramedic scholarship participants must commit to five years of rural Missouri service, with potential repayment if they do not fulfill applicable obligations. Funding is paid to approved training organizations, not directly to students. The program agreement contains reporting, insurance, compliance and restrictions on lobbying and political advocacy.

MEMSA provides an online training-center application and a 14-page Workforce Training Program Agreement and Application. Its public program page does not specify a universal closing date or time, so applicants must confirm current acceptance and any provider-specific requirements with MEMSA before submitting. The current example agreement runs through July 31, 2027. Official program information: MEMSA Workforce Development and Sustainability. Application terms: Official workforce training agreement and application.
