Broad Eligibility
Rural Missouri EMS agencies collaborating with one or more healthcare partners to start or expand an MIH-CP program or Regional MIH Network. Applicants must integrate with ToRCH Care Hubs and Regional Coordinating Networks; funding is limited to Missouri-designated RHT counties. Priority includes multi-county rural reach, active referral/care-coordination infrastructure, data-reporting capacity and readiness to explore reimbursement.
Atlas Analysis
Atlas Opportunity Score: 99/100. N9+ Direct Vendor Fit: 0/100 because only eligible rural Missouri EMS agencies apply; the strongest structure is Path B/C with Dr. Miltie as technology/implementation vendor. N9+ fit is unusually strong because MEMSA expressly lists technology, computers/tablets, patient monitoring devices and equipment for MIH-CP implementation and requires programs to monitor telehealth visits. N9+ can support guided remote physical examinations, vitals and clinician escalation in home/community-paramedicine workflows where the applicant's scope and budget justify it. HealthCall use or ready interface capability is required. QC Healthcare is secondary and must not be assumed allowable; any clinician-service component should be included only if the controlling RFA/award terms permit and it does not duplicate reimbursable services.
Period 1 is closed. The Missouri Emergency Medical Services Association (MEMSA) states that no newly submitted applications will be accepted for the current MIH-CP funding cycle because enough eligible, fundable applications have been received to fully obligate Budget Period 1 funds.
MEMSA says applications received after an applicable budget period has been fully allocated may be carried forward to Budget Period 2 for review and funding consideration, subject to continued eligibility, funding availability, and then-applicable program requirements. Rural Missouri EMS agencies should not treat Period 1 as open.
The underlying program remains highly relevant to rural EMS transformation: individual MIH-CP start-up programs may receive up to $250,000 and regional systems up to $500,000, with allowable uses including equipment, technology, and patient monitoring devices. Future Budget Period 2 activity must be re-verified before any applicant outreach or package work.
