Opportunity Overview
The Missouri Department of Economic Development (DED) has opened FY27 Neighborhood Assistance Program (NAP) Round 2. NAP is a tax-credit-supported community development program rather than a conventional cash grant. Approved projects use qualified private contributions to support community or neighborhood initiatives that strengthen economic development.

DED identifies eligible project categories including job training, education, crime prevention, community services, and physical revitalization. Eligibility

Funding Structure
DED states that eligible taxpayers making qualified contributions to approved NAP projects may receive 50% or 70% Missouri tax credits. FY27 guidelines state that $16 million in NAP tax credits are available statewide, including $10 million in 50% credits and $6 million in 70% credits. The maximum initial per-project award is $500,000, consisting of up to $350,000 in 70% credits or $250,000 in 50% credits. This should not be represented as a standard direct-cash grant or as guaranteed project funding.

DED’s current application-preparation list includes the organization’s FEIN and NAICS code, Local Government Certification, E-Verify MOU, Articles of Incorporation and bylaws when applicable, IRS 501(c)(3) determination letter when applicable, Applicant Certification, and Site Control documentation for capital-campaign projects. Applicants should also review the FY27 NAP Round 2 Guidelines and current application portal requirements before submission.
Deadline
FY27 NAP Round 2 applications are due Friday, October 23, 2026 at 5:00 p.m. The current DED landing page does not publish a time zone, so Atlas does not infer one. DED will host a virtual application workshop on September 22, 2026 from 1:00 to 3:00 p.m.
