The City of St. Louis Department of Health is soliciting qualified organizations to deliver doula care services for birthing clients in the City of St. Louis through its Maternal & Child Health / Behavioral Health Project. Total funding is up to $800,000 for the initial project period. Respondents must be capable of serving at least 50 clients, maintain a client to doula ratio no greater than 10:1, ensure at least 15% of clients are uninsured or lack doula coverage, support prenatal, labor and delivery, and postpartum care, conduct required screenings and referrals, and satisfy City reporting and reimbursement requirements.

Qualified respondents must demonstrate at least two years of relevant doula service experience for both the organization and project lead staff. Funded services must be delivered by doulas certified through a training organization approved by MO HealthNet for reimbursement. Respondents must also document appropriate community and referral relationships, knowledge of St. Louis communities and social determinants of health, and all required insurance, permits, licenses and professional credentials.
