Opportunity Overview
Mississippi State University has an open Request for Proposals for Waste Disposal and Recycling Services, identified as RFP MSU2026098. The procurement covers campuswide waste and recycling collection and related equipment, transportation, reporting, sustainability and special-event services, primarily at the Starkville campus with reciprocal lift pricing requested for off-campus locations within the successful contractor’s territory.
Deadline and Amendment/Q&A Status
The original RFP listed September 9, 2026, but MSU’s controlling August 28 Questions and Answers expressly extends the response deadline to September 16, 2026 at 2:00 PM CST. Atlas uses that superseding deadline. The same Q&A supplies Appendix B quantities and service frequencies and clarifies that partial proposals will not be considered.
Funding / Contract Value and Term
MSU does not publish an official contract ceiling. Pricing is bidder-supplied through Appendix B and the cost proposal. The Q&A confirms an initial five-year term with three optional two-year renewal periods, creating a potential eleven-year relationship if all renewals are exercised. Price per lift is not to change during the initial term; documented landfill disposal cost-per-ton changes may be passed through at actual cost, while other possible changes are addressed in contract negotiations.
Scope of Services
The successful contractor must furnish the labor, vehicles, equipment, containers, supplies, transportation, training, reporting and management necessary for MSU’s solid-waste and recycling program. The work includes routine and special-event collection, compactors, front-load dumpsters, roll-offs, residential faculty-housing service, football and other major-event service, emergency and continuity response, recycling and contamination reduction, receiving-facility compliance, monthly operational reporting and annual sustainability reporting.
The Q&A states that rubbish excludes construction and demolition debris, regulated medical waste, hazardous waste and other specially regulated waste streams. Appendix B provides the current evaluation quantities and frequencies for waste and recycling equipment. Routine scheduled service must be completed early enough for collection vehicles to be off campus by 7:00 AM.
Vendor Qualifications and Requirements
Respondents must demonstrate corporate structure, years of experience, staffing and operational capability and provide three references for similar services. The proposal must identify a service manager and describe employee background-check/security practices. Contractors must comply with applicable federal, state and local laws, permits and orders, identify receiving facilities and maintain regulatory records. The RFP also requires insurance, including workers’ compensation/employer’s liability, commercial general liability, automobile liability and pollution liability at the specified limits.
MSU’s August 28 Q&A states that subcontractors are not allowed and that MSU will not consider partial-service proposals. Technology such as sensors, GPS/RFID, portals and dashboards is optional rather than mandatory.
Submission Method and Forms
This is a two-part response. Technical and cost proposals must remain separate. Electronic responses are submitted through Bully Buy; vendors without an invitation must contact MSU for one. Physical responses must be submitted in separately marked technical and cost packages, with the required originals/electronic copies and signed Appendix A signature page. Email and facsimile submissions are not accepted. The cost proposal must include projected financial cost and completed Appendix B.
Evaluation
MSU assigns 50 points to projected financial cost, 15 points to corporate structure/credentials/prior experience, 25 points to operations and plan to perform, and 10 points to efficiencies and sustainability. MSU may conduct discussions, request interviews and use a best-and-final-offer process when appropriate.

Eligibility, Match and Procurement Rules
This is a vendor procurement, not a grant. Grant-style match or cost share does not apply. Eligibility depends on the respondent’s ability to perform the complete required waste/recycling scope and satisfy the RFP’s experience, reference, insurance, regulatory, staffing and submission requirements. Procurement expenses are governed by the bidder’s proposed pricing and the final contract rather than grant eligible/ineligible-cost categories.
Atlas Analysis
N9+ Fit Score: 0/100. Nonagon N9+ is a remote physical examination platform and does not fit waste or recycling services.
QC Healthcare / Dr. Miltie direct-vendor fit: 0/100. Available Dr. Miltie records do not establish the waste-hauling fleet, permits, receiving-facility relationships, insurance profile or comparable performance history required for a legitimate response.
Atlas Opportunity Score: 5/100 for direct Dr. Miltie pursuit. The opportunity is published as Mississippi higher-education procurement intelligence only.
Atlas Action
No Dr. Miltie bid, CRM Deal, WorkDrive pursuit folder, task, applicant record or outreach is advanced because no legitimate direct-pursuit fit is established.
