Opportunity Overview

Mississippi State University (MSU), Department of Procurement Services, is soliciting bids for one IDEELab METAL Mobile Training Unit under Bid MSU2026104. The State of Mississippi procurement record identifies RFx 3170036540 / Smart Number 2-20260826092308 MSU as Open.

Deadline and Status

Bids are due September 16, 2026 at 2:00 PM. MSU’s controlling bid document and current-bids page do not label that deadline with a time zone, so Atlas does not infer one. No separate addendum is currently listed on the MSU current-bids page.

Funding / Contract Value

The controlling public solicitation does not publish an estimated contract value, ceiling, or budget. This is a procurement, so grant match or cost share is not applicable.

Scope

MSU Mechanical Engineering seeks a minimum 49-foot educational trailer with four electric flush slide-out sections for K-12 outreach across Mississippi Association of Planning and Development Districts. The unit must support eight hands-on manufacturing demonstration stations, including casting, CNC machining, composites, robotics, injection molding, additive manufacturing, quality control, and laser engraving, while accommodating at least 24 students and two instructors per session.

The specifications also require ADA access, HVAC, a diesel generator, Wi-Fi, AV/IT infrastructure, interior and exterior displays, branded graphic wraps, safety systems, and a complete turnkey package including engineering, fabrication, installation, transportation, commissioning, permits, taxes, insurance, training, documentation, and accessories.

Vendor Qualifications and Procurement Rules

Vendors must demonstrate previous experience designing and manufacturing expandable educational, laboratory, training, or specialty outreach trailers of comparable complexity and size. The unit must meet applicable OSHA safety requirements. Bids must comply with Mississippi purchasing rules and MSU’s General Bid Terms and Standard Contract Addendum.

Responses may be submitted electronically through MSU’s Bully Buy system or as a sealed bid mailed/delivered to MSU Procurement Services, 405 Garrard Road E, Starkville, MS 39759. Bids may not be submitted by email. Procurement questions should be directed to MSU Procurement Services at 662-325-2550.

Atlas Analysis

N9+ Fit Score: 0/100. This is a specialty educational trailer fabrication procurement and does not involve remote physical examination, telehealth, clinical examination hardware, or N9+ deployment.

QC Healthcare / Dr. Miltie direct-vendor fit: 0/100. Available Dr. Miltie records do not establish the required specialty trailer design, engineering, fabrication, commissioning, or comparable-project experience. Atlas will not represent Dr. Miltie as qualified without evidence.

Atlas Opportunity Score for direct pursuit: 5/100. The opportunity is legitimate and education-focused, but there is no verified Dr. Miltie/QC pursuit path.
