Opportunity Overview
The Mississippi Office of Homeland Security (MOHS) administers Mississippi’s FY26 Homeland Security Grant Program (HSGP) as the State Administrative Agency. Although the regular FY26 application cycle closed April 3, 2026, MOHS currently states that reallocation funds may become available and expressly invites agencies with requests to submit an FY26 HSGP application. Reallocation applications follow the normal review process and are kept on file for one year in the event funds become available.
Funding and Timing
MOHS has not published a current total reallocation pool, a guaranteed applicant award amount, or a new fixed closing date for reallocation requests. The FY26 Funding Guidance states that funding is limited and highly competitive and that projects or equipment requests exceeding $100,000 are generally not considered because of the substantial funding required. The original FY26 application deadline of April 3, 2026 does not negate MOHS’s current separate instruction to submit requests for possible reallocation funding.
Eligible Applicants
Eligible applicants under the FY26 guidance include local units of government such as counties, municipalities, cities, towns, local public authorities, school districts, special districts, councils of government, regional or interstate government entities, agencies or instrumentalities of local government, Indian tribes or authorized tribal organizations, rural communities, unincorporated towns or villages, and other public entities. State-agency participation is subject to the HSGP allocation and consent rules described in the guidance.
Program Requirements
Projects must have a clear terrorism-preparedness nexus and align with HSGP objectives and current national priorities. Applicants must be eligible for federal funding, maintain an active UEI, not be suspended or debarred, satisfy required NIMS compliance including the listed NIMS courses, and comply with applicable federal procurement and grant requirements. Allowable project categories can include planning, training and exercises, equipment, physical-security improvements, cybersecurity, operational communications, and other eligible capability-building activities tied to HSGP priorities. Routine general-use costs and equipment are restricted or unallowable.
