Cass County is continuing to accept Round 3 Opioid Settlement Fund applications until the estimated Round 3 allocation is exhausted. The program supports new or expanded opioid remediation work in Cass County across treatment, prevention, and other approved strategies.
Funding and timing
Round 3 began with an estimated $250,000 total allocation, with awards of up to $50,000 per applicant. The original November 14, 2025 deadline has passed, but Cass County expressly states the round remains open until the estimated funds are allocated. Funded expenses must be incurred under an executed agreement and expended by December 31, 2026.
Eligibility and requirements
Eligible applicants must establish or expand services in Cass County and align the proposed project with approved Minnesota opioid remediation uses. Cass County materials identify health care, schools, community organizations, and treatment and recovery organizations among relevant sectors. No matching funds are required. Applicants must present to the Cass County Opioid Settlement Fund Committee, submit reimbursement invoices based on actual eligible expenses, participate in quarterly check ins, and complete a yearly project summary report.
Budget and submission
The application budget includes salaries and benefits, contractual services, travel, operating supplies, and other costs. Ineligible expenses include fundraising, most taxes other than sales tax on goods and services, lobbying and political contributions, bad debts, late fees, finance charges, contingency funds, and costs that are not future opioid remediation activities. Indirect costs may be charged at the federally approved rate or up to 10 percent.
