Opportunity Overview
Carver County Health and Human Services Public Health is accepting applications for Carver County Opioid Prevention Funding for the 2027 funding cycle. The County has up to $250,000 total available for eligible projects addressing treatment, prevention, harm reduction, or research and training.
Deadline and Eligibility
Applications are due October 16, 2026 at 4:30 p.m. CST, exactly as published by Carver County. Eligible applicants include nonprofits, community based and faith based organizations, educational institutions, healthcare providers, local governments, and substance use disorder treatment providers. Organizations located in Carver County receive priority, while organizations located outside the county may also be considered when they serve Carver County residents.
Funding and Project Requirements
Carver County publishes a total 2027 funding pool of up to $250,000 but does not publish a universal per applicant maximum on the controlling public page. Projects must align with at least one of four areas: treatment, prevention, harm reduction, or research and training. The County encourages applicants to invest in youth, use evidence based strategies, and address communities disproportionately affected by opioid harms. Applications are evaluated for sustainability, measurable outcomes, and alignment with the Minnesota Opioids Memorandum of Agreement.
The Minnesota Opioids Memorandum of Agreement permits approved opioid remediation uses that include expanding telehealth access to OUD and co occurring SUD or mental health treatment and recovery services, supporting connections to care, purchasing automated SBIRT technology, and certain mobile treatment or healthcare strategies. These statewide approved use categories do not make any particular device or vendor cost automatically allowable in a Carver County award.
Application Mechanics
Applicants may complete Carver County’s online application or download the County’s PDF application and submit it by email or direct mail to the contact listed in the application. The County instructs applicants to complete every section. The current public funding page does not publish a separate per applicant ceiling, mandatory match or cost share requirement, comprehensive eligible or ineligible cost list, procurement rule, registration requirement, or required attachment list. Those items should therefore be confirmed from the live application materials before an applicant finalizes a budget or submission.
Atlas Analysis
Atlas Opportunity Score: 90/100. This is a strong Minnesota behavioral health and public health opportunity with broad local eligibility and a clear 2027 funding pool. N9+ Fit Score: 60/100 conditional. A legitimate role exists only where an eligible applicant is proposing a County approved opioid treatment, connection to care, mobile clinical service, or telehealth access model in which the Nonagon N9+ device and platform is genuinely needed for guided physical examinations, vitals, or telehealth enabled clinical encounters. Device specific allowability must be confirmed before budgeting. QC Healthcare Fit: 25/100 conditional. Dr. Miltie direct applicant fit is low on current evidence because no Carver County service footprint, applicant controlled opioid remediation project, or local implementation commitments have been established.
