Projects must be shovel-ready at application, be implementable within 12 to 24 months of award, serve Emmet County, and include permanent Rotary recognition such as a plaque or naming.

The published application requirements include project description and scope; sponsoring organization and partners; evidence of design, site control, and permit readiness; implementation timeline; full project budget and all confirmed or pending funding sources; feasibility evidence such as secured funding, approved plans, or site agreements; community impact; and a permanent Rotary visibility plan.
