Required next actionReverified September 23, 2026: the official MDHHS EGrAMS home page still lists Recovery Support Services Competitive - 2027 as a current competitive GFO. Keep this record on Verification Hold. Retrieve the complete RSSC-2027 GFO and current EGrAMS resource documents before publication, formal scoring, CRM production, package production, or ORIGINAL outreach. Authoritatively confirm the October 9, 2026 3:00 p.m. deadline time zone, match or cost-share rules, eligible and ineligible costs, required forms and attachments, procurement rules, certifications, amendments, and applicant-specific qualifications. Do not infer missing requirements or use third-party summaries as controlling authority.

Broad Eligibility

Applicants must meet MDHHS's definition of a Recovery Community Organization or Recovery Community Center. RCOs are independent nonprofit organizations led and governed by people with lived experience and supporters. RCCs are community based recovery settings providing recovery coaching and other support services.

Atlas Analysis

Formal scoring remains deferred under the Michigan lane verification gate. Reverified September 23, 2026 against the current official MDHHS announcement and the live MDHHS EGrAMS home page dated September 23, 2026, which continues to list Recovery Support Services Competitive - 2027 as a current competitive GFO. Public MDHHS materials continue to state $1.2 million total funding, a $150,000 maximum award, up to eight anticipated awards, qualifying Recovery Community Organization or Recovery Community Center eligibility, a December 1, 2026 through September 30, 2027 program period, and an October 9, 2026 3:00 p.m. EGrAMS deadline. The public MDHHS announcement does not state the deadline time zone, and the complete RSSC-2027 GFO and current resource documents remain unavailable through the public retrieval path used in this run. Match or cost-share requirements, detailed eligible and ineligible costs, required forms and attachments, procurement requirements, certifications, amendments, and applicant-specific qualifications therefore remain unverified. Exact WorkDrive search found no RSSC-2027 package. Review of the 200 most recently modified Atlas_Email_Queue records found no RSSC-2027 record, but the CRM-wide exact-search connector was transiently unavailable, so full authoritative deduplication is not certified. No legitimate N9+ or QC Healthcare clinical or procurement role is established by current authoritative public materials, and Dr. Miltie, LLC is not a verified eligible prime applicant. No ORIGINAL outreach or post-outreach lifecycle action is authorized while these material verification gaps remain.

The Michigan Department of Health and Human Services has issued the Recovery Support Services Competitive GFO (RSSC-2027) to expand recovery services for people seeking long term recovery from substance use disorders. MDHHS reports $1.2 million available statewide, with a maximum award of $150,000 and up to eight anticipated awards for the December 1, 2026 through September 30, 2027 program period.

Deadline and submission

Applications must be submitted electronically through MDHHS EGrAMS by 3:00 p.m. on Friday, October 9, 2026. The public MDHHS announcement does not publish a time zone for the deadline, so applicants should confirm the controlling RSSC-2027 GFO in EGrAMS rather than infer one. A pre application conference is scheduled for September 17, 2026 at 10:00 a.m.; the public announcement likewise does not state a time zone. MDHHS provides the conference access link at https://bit.ly/4hRXRVS and strongly encourages interested applicants to attend. The complete GFO is available in EGrAMS under Current Grants, Specialty Behavioral Health Services, RSSC-2027.

Eligibility

Eligible applicants must meet MDHHS’s definition of a Recovery Community Organization or Recovery Community Center. Recovery Community Organizations are independent nonprofit organizations led and governed by people with lived experience and supporters that conduct recovery focused advocacy, community education and outreach, and peer based recovery support. Recovery Community Centers are community based settings providing services such as recovery coaching, relapse prevention skill building, employment and job training linkages, recreation, and other recovery supports.

Michigan applicant intelligence

Michigan’s current Department of Insurance and Financial Services opioid resource page identifies 16 Recovery Community Organizations across the state that form a strong candidate universe for RSSC-2027 evaluation: Peer 360 Recovery Alliance, Equip for Freedom, The Serenity House of Flint, 217 Recovery, WAI-IAM & Rise Recovery Community, Lifeboat Addiction Recovery Services, Jackson Area Recovery Community, Recovery Allies of West Michigan, CARE Recovery United Community Center, Live Rite Structured Recovery Corp., Recovery Advocacy Warriors, Oakland Community Health Network Substance Use Disorder Recovery Services, Blue Water Recovery & Outreach Center, Recovery Education Advocacy & Leadership, Washtenaw Recovery Advocacy Project, and Detroit Recovery Project. This state directory is useful applicant intelligence but does not itself prove that any listed organization satisfies every current RSSC-2027 requirement. Recovery Community Centers not appearing on that directory may also be eligible if they meet the controlling GFO definition.

Requirements requiring GFO confirmation

The public MDHHS announcement does not enumerate a mandatory match or cost share, the complete attachment list, detailed budget allowability rules, vendor procurement rules, reference requirements, or addenda. Applicants should use the controlling RSSC-2027 GFO and current EGrAMS resource documents for those requirements before submission. EGrAMS also provides the Competitive Application Instructions training manual.

Atlas strategy

Formal Atlas Opportunity and N9+ fit scoring are deferred pending verification of the controlling RSSC-2027 GFO and current EGrAMS resource documents. This opportunity is centered on peer recovery support and recovery community infrastructure. The public materials do not establish a legitimate role for the Nonagon N9+ device and platform or for QC Healthcare clinical services, so Atlas should not force either into the project. Dr. Miltie, LLC is not a verified eligible prime applicant because the published eligibility is limited to qualifying Recovery Community Organizations and Recovery Community Centers.
