Opportunity Overview
Lansing Community College (LCC) is seeking qualified firms to provide a comprehensive, confidential Employee Assistance Program (EAP) for eligible full-time and part-time employees and their eligible dependents across College locations. The College estimates approximately 700 eligible full-time employees and 500 eligible part-time employees, or about 1,200 covered employees.
Solicitation and Deadline
RFP No. 12301-879-26SP was released August 17, 2026. Proposals are due September 29, 2026 at 3:00 p.m. ET. Responses must be submitted through Lansing Community College’s official BidNet Direct procurement portal. Proposals received after the due date/time or by another method may be rejected. The anticipated contract start date is January 1, 2027, following implementation and continuity planning from November 17 through December 31, 2026.
Scope of Work
The selected contractor must provide 24/7/365 access; assessment and short-term counseling; at least six face-to-face counseling/problem-resolution sessions per presenting issue unless LCC approves another model in writing; in-person, telephonic, and virtual/telehealth modalities; immediate telephonic crisis intervention; mandatory employer referrals; supervisory consultation; Substance Abuse Professional evaluations and follow-up; referral and continuity-of-care processes; and face-to-face counseling locations within 15 miles of the greater Lansing area. The base program must also include at least 15 hours of on-site or virtual training/workshops each contract year, work-life/legal/financial resources, critical-incident response, reporting, account management, outreach, and accessible digital resources.
Qualifications and Required Proposal Materials
Respondents must document EAP experience, Michigan and regional client experience, provider-network and credentialing practices, relevant behavioral-health and substance-use experience, local provider capacity, EAP staff qualifications, subcontractor use, and service approach. At least three current references of similar size, complexity, and service scope are required. Required attachments include the respondent’s confidentiality policy, data-security policy and procedures, a current Accessibility Conformance Report satisfying WCAG 2.1 Section 508 requirements for information and communication technology, applicable licenses/certifications/regulatory documentation, and sample implementation, reporting, and communication/marketing materials.
Pricing and Evaluation
LCC does not publish a contract ceiling in the RFP. Respondents must price Years 1, 2, and 3 using Attachment A. The preferred pricing structure is per employee per month (PEPM) based on approximately 1,200 eligible employees, although alternatives may be proposed if clearly explained. Evaluation totals 100 points: General Contractor Information 5; Organizational Stability 5; References 10; Experience and Qualifications 25; Service Approach 20; Reporting and Transition 10; Price 25.
Required Forms, Certifications, and Procurement Rules
A complete response must include Sections 1 through 8, Attachment A Price Proposal Form, any requested exceptions to Attachment B Standard Terms and Conditions, and an executed Vendor Acknowledgment and Certification page. The certification addresses debarment/suspension, Michigan FOIA, Iran-linked-business restrictions under MCL 129.312, factual accuracy, signature authority, proposal validity, noncollusion, and improper influence. Proposal preparation costs are the respondent’s responsibility. There is no grant match or cost-share requirement because this is a service procurement.

A direct Dr. Miltie response is commercially possible only if Dr. Miltie can independently substantiate the extensive EAP qualifications, provider network, licensed/credentialed clinicians, local face-to-face counseling capacity, SAP capability, similar references, data-security and accessibility documentation, insurance compliance, and other respondent-controlled requirements. Those qualifications have not been verified, so Atlas has not advanced a direct bid.
