Eligible costs include direct service expenses, project-related shelter or housing facility expansion or improvements, homelessness prevention, staffing and administrative costs tied to program delivery, contracted services, and project materials and supplies.

General operating costs unrelated to the project, unrelated or past expenses unless explicitly approved, and capital expenditures without County approval are ineligible.

Match and Scoring

There is no minimum match requirement. Applicants are asked to identify cash and in-kind leverage, and the scoring matrix rewards leveraged funds, organizational experience, local support, community accessibility, and measurable impact. Bonus points are available for specialized services for populations such as older adults, families and at-risk youth, veterans, justice-involved populations, and people with documented mental or physical disabilities, as well as for strong transition-to-stable-housing and resource-navigation models.

Compliance and Reporting

Awardees must comply with County insurance, living-wage, monitoring, and applicable prevailing-wage requirements. Quarterly financial and progress reports are required, and the County may disburse up to 50% after agreement execution with the remainder tied to acceptable expenditure documentation.
