The County of Maui Department of Housing is accepting applications for its FY 2028 Affordable Housing Fund Program for projects that create or preserve affordable housing and suitable living environments for Maui County households at or below 140% of area median income.
Eligible applicants: Public agencies, private nonprofit organizations, community land trusts, and private for-profit entities.
Eligible uses: Land acquisition, new construction, rehabilitation, onsite improvements, planning/design, off-site infrastructure, residential building acquisition, and other eligible affordable-housing activities under Chapter 3.35, Maui County Code.
Deadline: October 23, 2026 at 4:00 p.m. HST. The current FY2028 application packet and County webpage/press release state this deadline. The separate Public Notice PDF contains an apparent typographical error showing October 23, 2025, so applicants should follow the current application packet and County webpage and reverify immediately before submission.
Project readiness: The County places substantial weight on site control, environmental review, entitlement/readiness, a credible development schedule, and committed leverage. Construction must begin within 12 months of the executed funding agreement and be completed within 24 months. Land-acquisition or construction requests require an environmental assessment and property appraisal with the application, and other funding sources must be committed.
Selection weighting: Project Readiness 35%, Leveraged Funds 30%, Community Need 25%, and Applicant Information/Specialized Experience 10%.
Submission: Five printed copies of the complete application and exhibits must be submitted to the County of Maui Department of Housing, and a complete digital copy must also be sent in a single email to CHP.Housing@co.maui.hi.us. All required exhibits must accompany the application.
Funding amount: The current FY2028 materials reviewed do not publish a universal applicant ceiling or total FY2028 allocation. The County may recommend full or partial funding, and awards are subject to availability.
Match / leverage: The controlling materials do not state a fixed mandatory match percentage. However, leveraged non-County resources are a major competitive factor: 30% of selection scoring is based on secured commitments of other public, private, or recipient resources and on maximizing non-County funds relative to total project cost.
