2026 Emergency Solutions Grant — Maui County
The County of Maui Department of Human Concerns, Homeless Programs Division, is accepting applications from eligible organizations for Program Year (PY) 2026 Emergency Solutions Grant (ESG) subrecipient funding. Applications opened October 16, 2026, and must be received by November 16, 2026, at 4:30 PM Hawaii Standard Time (HST). This is a competitive grant funding opportunity for local homelessness services, not a government vendor procurement.
Funding available
The County has received $208,359.38 in total PY 2026 ESG program funding from the U.S. Department of Housing and Urban Development (HUD). It may make one or more subrecipient awards, award less than the total, or make no awards. No fixed award amount or maximum per individual applicant is published in the controlling invitation. The combined allocation for street outreach and emergency shelter cannot exceed $125,015.63, and grant administration may not exceed $15,626.95 (7.5% of the County’s ESG allocation). These are program-component limits, not individual applicant award promises.
Who may apply
Eligible applicants are private nonprofit organizations and units of general-purpose local government that qualify to receive ESG funds under 24 CFR 576.202 and can provide eligible services within Maui County. Applicants must demonstrate legal, financial, administrative, and program capacity, appropriate internal controls, and ability to meet required reporting, monitoring, data privacy, and recordkeeping standards. Funded organizations must execute a County Subrecipient Grant Agreement.
Eligible activities and restrictions
Funding may support street outreach, emergency shelter, homelessness prevention, rapid re-housing, Homeless Management Information System (HMIS) participation, and eligible program administration. Covered activities can include housing search and placement, case management, certain mental-health and outpatient health services, housing-related financial assistance, and other federally allowable services. Funded projects must comply with 24 CFR Part 576, 2 CFR Part 200, County requirements, Coordinated Entry and HMIS requirements where applicable, and the executed grant agreement. Administration is not funded as a standalone project. Funding is generally provided through documented cost reimbursement following grant agreement execution.
Matching funds
The County is responsible for meeting the federal ESG matching requirement under 24 CFR 576.201. Selected subrecipients may be required to document eligible matching contributions or help the County satisfy this requirement; the invitation does not specify a universal matching percentage imposed on every applicant. Final requirements will be described in the executed grant agreement.

Review and official documentation
The County evaluates eligible submissions on organization experience and capacity, budget, local community partnerships, project design, housing stability and coordinated entry, HMIS capacity, past performance, and application quality. Grant awards are not guaranteed. Official controlling materials are the PY 2026 Invitation to Apply, PY 2026 Application Packet, and the County’s program page. Verified October 16, 2026. A separate PY 2025 ESG application is also open and requires its own application and program-year identification.
