Open through November 6, 2026 at 11:59 p.m. EST. RIZE Massachusetts Foundation, through the Mosaic Opioid Recovery Partnership funded by Massachusetts Department of Public Health opioid settlement resources, invites individual Massachusetts municipalities, or nonprofit organizations formally partnering with one municipality, to apply for the 2027 Municipal Matching Grant Program, Round 3. This is an applicant-facing financial assistance competition, not a vendor procurement.

Individual applicant award: up to $50,000. A single municipality or its nonprofit partner must provide a dollar-for-dollar match from the municipality’s allocated opioid-abatement settlement funds. The $2,250,000 2027 Round 3 allocation is the statewide program pool, not an individual grant. RIZE will support at most one project per municipality, regional collaborative, or nonprofit.

Eligibility: the municipal partner must be current on Massachusetts opioid settlement expenditure reports for FY2025 and FY2026. Projects should address prevention, harm reduction, access to substance-use care, recovery, trauma, grief, or family support and be informed by people with lived and living experience, municipal leaders, and subject-matter experts. Priorities include underserved communities and meaningful collaboration. Nonprofits cannot apply without a qualifying municipal partnership.

Allowable activities include community needs assessment, outreach, mobile medication treatment services, peer recovery supports, care connections, and other allowable opioid-abatement strategies aligned with the state settlement agreement. Not funded: fundraising, endowments, annual appeals, clinical or drug trials, lobbying or legislative activities, religious proselytizing, duplicative state-reimbursed care, and harmful or non-evidence-based practices.

Apply: submit the online Mosaic application by November 6, 2026, 11:59 p.m. EST. Supply municipal commitment evidence such as a signed mayor or manager letter or recorded budget commitment, nonprofit EIN or municipality FEIN, participating partners, project narrative, budget, engagement and outcomes plan. If municipal funds have already been awarded to a nonprofit, its grant term must run at least through August 31, 2027. Award notices are expected February 2027; grant period starts March 1, 2027. Midpoint and final reporting and municipal capacity planning are required.
