Open through November 6, 2026 at 11:59 p.m. EST. RIZE Massachusetts Foundation’s Mosaic Opioid Recovery Partnership offers a distinct 2027 Round 3 Regional Collaborative applicant funding track to groups of Massachusetts municipalities, or nonprofit organizations formally partnering with a group of municipalities. This is financial assistance for local opioid-abatement initiatives, not a vendor procurement.

Individual collaborative award: up to $150,000. Municipalities must pool and commit opioid settlement abatement funds. Unlike the single-municipality track, regional collaborations may receive more than a one-to-one match; an exact universal percentage is not specified. Requests require a credible contribution commitment, budget and justification. The $2,250,000 amount is the entire Round 3 program pool, not the amount available to one applicant. Only one project per municipality, regional collaborative, or nonprofit may be funded.

Eligibility: a group of Massachusetts cities or towns must designate one lead municipality; a nonprofit may participate as lead applicant only in partnership with the municipal group. Municipal partners must have submitted required FY2025 and FY2026 opioid-abatement expenditure reports. Projects must align with the state opioid settlement agreement and engage people with lived and living experience, community stakeholders and subject-matter experts.

Supported activities: regionwide substance-use prevention, harm reduction, treatment access, recovery supports, mobile services, shared needs assessments, partnership infrastructure and related locally driven opioid response activities. Excluded: fundraising, endowments, annual appeals, drug or clinical trials, lobbying, religious proselytizing, harmful strategies and replacement of services already reimbursed by the state.

Application: submit through the Mosaic online form by November 6, 2026 at 11:59 p.m. EST. Identify all participating municipalities, the lead municipality, pooled commitments, nonprofit partners, budget, project plan and outcomes. A lead municipality may certify intended pooled commitments initially if formal commitment letters are not ready, but written letters from contributing partners must be supplied within five business days after an award notice if selected. Award notices expected February 2027 and grant term begins March 1, 2027. Midpoint/end reporting and municipal capacity-planning tool are required.
