Opportunity Overview
The Massachusetts Department of Elementary and Secondary Education (DESE) is administering the FY27 Fair Share Earmarks, Fund Code 2518, a targeted state-funded opportunity implementing legislatively specified one-time education projects. Approximately $30,362,911 is available across the named earmarks. Eligibility and award amounts are fixed by the state budget language rather than determined through an open competitive pool.
Deadline and Submission
Applications are accepted on a rolling basis but must be submitted no later than Friday, October 23, 2026 through GEM$. The governing DESE RFP does not publish a clock time or time zone, so Atlas does not infer one. LEA-level submission requires the applicable grant writer, fiscal review/approval, and Superintendent/Chief Executive sign-off roles to be established in GEM$.
Eligibility
Only entities specifically named in the controlling Fair Share earmark language are eligible for the corresponding project. This is not a general-purpose grant for organizations that are not named. Each recipient must apply only for the purpose and amount authorized for its earmark.
Healthcare, Behavioral Health, Special Education, and CTE Earmarks
The controlling state budget includes multiple Atlas-relevant projects, including:
- $250,000 for NeighborHealth Corporation to develop a school-based health clinic within Mario Umana Academy in Boston.
- $100,000 for Gloucester high school vocational programming, including design, construction, and implementation of a medical assisting program.
- $200,000 for The May Institute, Inc. for accessibility and construction costs for its new Mansfield school serving public-school students with autism and other developmental disabilities up to age 22.
- $50,000 for Leicester Public Schools to purchase equipment for its veterinary technician vocational program.
- $300,000 for Special Olympics Massachusetts, Inc. for early motor-skills development and inclusive pre-K and elementary education.
- $75,000 for Calmer Choice to continue evidence-based mental-health programming for K-12 students and educators across Cape Cod and the South Shore.
- $850,000 for Charles River Community Health, Inc. to develop physical space and start-up capacity for a primary-care medical residency program.
- $25,000 for the Laboure Center, Inc. to offset costs associated with placing English-language learners through nursing assistant and home health aide programming.
- $50,000 for The Children’s Room in Arlington for student mental-health support.
- $253,000 for the City of Newton for one-time startup costs for mental-health programming at Newton North and Newton South high schools and data-literacy training for teachers.
- $40,000 for South Shore Regional Vocational Technical School for capital, equipment, or planning costs associated with its Firefighter Cadet program.
- $25,000 for Pembroke Public Schools for equipment needs in biomedical and engineering pathway programs.
These are earmark-specific authorizations. Atlas must not treat one recipient’s permitted use as authority for another recipient or another project.
