The Massachusetts Executive Office of Public Safety and Security, Office of Grants and Research (OGR), has opened the FFY/SFY 2027 Emerging Adult Reentry Initiative (EARI) Continuation Grant for incumbent nonprofit providers serving emerging adults returning from incarceration.
Eligibility is restricted: only nonprofit organizations that currently receive SFY26 EARI funding under contracts ending December 31, 2026 are eligible. This is a continuation opportunity, not an open competitive grant. Applicants must continue the same program, services and activities funded in SFY26.
Application deadline: October 9, 2026. The current public program materials reviewed by Atlas do not state an exact submission time/time zone, so Atlas is not inferring one. Tentative awards are expected in November/December 2026, with a tentative performance period of January 1 through December 31, 2027.
Funding: the current FY27 program page does not state the total amount available for this continuation round. The Commonwealth describes the opportunity as state-funded. Applicants should use the current AGF and budget worksheet as the controlling sources for their continuation budget and award amount.
Current eligible program incumbents identified from the Commonwealth’s FY26 awards: Action for Boston Community Development, Inc.; Legendary Legacies, Inc.; Roca, Inc.; The Mission Inc.; Uncornered, Inc.; and UTEC. Their FY26 program awards were $650,000; $500,000; $1,609,000; $1,300,000; $691,000; and $1,200,000 respectively. Those FY26 figures are historical baselines, not guaranteed FY27 awards.
Atlas Opportunity Score: 62/100 overall. N9+ Fit: 5/100. QC Healthcare Fit: 10/100. Dr. Miltie direct-applicant fit: 0/100. The continuation funding is for incumbent reentry programs and does not presently provide a legitimate basis to force the N9+ into the project.
Application materials: OGR’s current program page provides the AGF, online application and budget worksheet. The AGF also requires continuation documentation including an MOU with the applicable corrections partner. Applicant-controlled materials must be provided by the eligible incumbent and will not be fabricated by Atlas.
