Program Status
Open. The Massachusetts Department of Energy Resources currently lists the Climate Leaders Technical Support Grant with a November 30, 2026 deadline. The current Mass.gov program page does not publish a clock time or timezone for that deadline. Funding and Eligibility
DOER has identified $7.5 million in total program funding. A certified Climate Leader Community may receive up to $150,000, with one Technical Support Grant available per Climate Leader Community. No community match is required.
Only Massachusetts municipalities certified as Climate Leader Communities are eligible. DOER currently identifies 35 certified communities. The grant is designed to help eligible communities hire vendors to produce recommendations and engineering design documents for one or more clean energy projects at municipal facilities.
Eligible Technical Support
Grant-funded technical support must examine non-fossil-fuel options that advance the community’s Climate Leader Municipal Decarbonization Roadmap. Program materials identify renewable thermal applications such as heat pumps and solar thermal, onsite solar photovoltaic applications, clean-energy resilience, energy storage, and other strategies that reduce energy use, emissions, and fossil-fuel consumption.
Application Materials and Submission
The controlling COMMBUYS record includes the current Program Opportunity Notice, Attachment A: Climate Leader Communities Decarbonization Technical Studies Form, Attachment B: Certificate of Application, and the program webinar questions and answers. COMMBUYS permits electronic quotes. Applications are reviewed on a rolling basis and awards are made semi-annually.
