Maximum individual vehicle grants are up to $2,500,000 for on-road vehicles, $500,000 for off-road vehicles, $1,500,000 for Type A school buses, $2,000,000 for Type C school buses, and $1,500,000 for Type D school buses. Electric school-bus requests have a $300,000 minimum individual grant amount. Supplemental charging funding is reimbursement-based and available for qualifying on-road vehicles and electric school buses under the FOA.

Eligibility

Eligible applicants include incorporated Maryland towns, cities and counties; incorporated nonprofit organizations; Maryland local education agencies; businesses and limited liability companies, including qualifying school-bus contractors and manufacturers; and qualifying Maryland institutions of higher education subject to the FOA’s exclusions. Federal and State agencies and public senior higher-education institutions are excluded as stated in the FOA.

Eligible Activities

Eligible projects include qualifying medium- and heavy-duty zero-emission commercial or industrial on-road fleet vehicles, qualifying zero-emission off-road heavy equipment, electric school buses serving Maryland public school students, and associated charging infrastructure where permitted. Requests above $1 million may be asked to provide the two most recent years of audited, reviewed, or compiled financial statements. Charging requests add the detailed charging-project narrative, EVSE specifications, FY27 budget workbook, vendor quotes or estimates, and applicable contractual or commitment documentation.
