The Maryland Department of Emergency Management (MDEM), with the Maryland Department of Information Technology (DoIT), is accepting applications for the FFY2024 State and Local Cybersecurity Grant Program (SLCGP). MDEM is Maryland’s state administrative agency for this federal pass through program.
Funding and deadline
Maryland’s FFY2024 federal SLCGP award is $4,980,182. State budget analysis identifies an 80 percent local share of $3,984,146, while MDEM’s current announcement states that more than $4.9 million is available and at least 80 percent will support local jurisdictions, with 25 percent reserved for rural jurisdictions. The current public materials do not publish a universal per applicant maximum.
Applications will be accepted through September 22, 2026. MDEM has not published a closing clock time or time zone, so applicants should submit early rather than infer one. FFY2024 projects must be completed by September 30, 2028.
Eligibility and match
Eligible Maryland local governments include counties, municipalities, cities, towns, townships, local public authorities, school districts, special districts, intrastate districts, councils of governments, regional or interstate government entities, local government agencies or instrumentalities, and qualifying rural public entities. Applicants claiming rural status should submit adequate evidence with the application package.
Federal FFY2024 SLCGP required a 30 percent nonfederal match. Maryland’s FY2027 budget analysis reports that the nonfederal match for FFY2024 was provided through the Local Cybersecurity Support Fund. Applicants should still follow the controlling award and subrecipient agreement terms rather than assume any separate cost is waived.
Allowable purpose, forms, and submission
SLCGP supports cybersecurity projects and services that promote cyber resilience and align with CISA priorities and Maryland’s cybersecurity plan. Current Maryland materials identify the FFY2024 Funding Guide, Project Categories Additional Guidance, FAQs, Subgrant Project Proposal Application, Additional Application Documents Packet containing the Budget Narrative and Justification and Appendix E Measurable Milestones, plus Form W 9 when applicable.
Completed application forms are submitted by email to slcgp.grant@maryland.gov using the required subject format FY[Funding Year] SLCGP – [Subrecipient Name] [Project Title] Application Forms. Applicants should not submit directly to FEMA or Grants.gov. A UEI may be left blank at application if it has not yet been issued, but successful applicants must obtain a UEI before MDEM can issue a subrecipient award.
MDEM states that applicants must not start a project until FEMA approval has been communicated by MDEM and a fully executed Subrecipient Agreement is in place. The program is reimbursement based, and reimbursement requests require documentation showing an allowable purchase plus proof of purchase and payment.
