The U.S. Department of the Army, Army Contracting Command – Edgewood Contracting Division, is seeking preproposals for the Chemical, Biological, Radiological and Nuclear Advance Defense Enabling Network and Clinical Capability (CADENCC), a prototype Other Transaction effort supporting CBRN medical-countermeasure clinical research. The current SAM.gov notice is open through September 17, 2026 at 3:00 PM EDT.

What the Army Is Seeking
CADENCC is intended to accelerate CBRN clinical-trial startup through Master Protocols, decentralized-trial technologies, improved data collection and analysis, and a pre-positioned clinical-trial site network. The program is expected to support Phase I and Phase II studies for pre-exposure prophylaxis, post-exposure prophylaxis and early-treatment medical countermeasures, potentially including products developed under the FDA Animal Rule.
Proposal and Qualification Requirements
The preproposal is limited to 10 pages, excluding the cover page, ROM and WBS. General brochures or generic capability descriptions are not accepted in place of a responsive project proposal. Evaluation may consider technical merit, military and program relevance, funding availability, TRL 4 or higher, clear project objectives, FDA regulatory compliance including cGMP/GLP/GCP as applicable, key-personnel qualifications, facilities and equipment, budget/cost reasonableness, best value and past performance. Late submissions will not be considered.
Other Transaction Eligibility and Cost Share
This is not a grant and does not impose a universal grant-style match. Under 10 U.S.C. § 4022, a prototype OT must satisfy at least one statutory pathway, such as significant participation by a nontraditional defense contractor or nonprofit research institution, a qualifying small-business/nontraditional participant structure, at least one-third non-Federal cost share, or an authorized exceptional-circumstances determination. Atlas will not advance any response relying on a mandatory non-Federal cost-share pathway without Marc approval or a verified alternative statutory pathway.
Submission Method and Contacts
The controlling announcement states that written responses must be received by the deadline and identified with the responding organization and RPP title. Army announcement contacts are Hunter T. Robinson at hunter.t.robinson4.civ@army.mil, Bianca G. Batista at bianca.g.batista.civ@army.mil, and Keith D. Pereira at keith.d.pereira.civ@army.mil. Offerors should use the live SAM.gov notice and its current attachments as the controlling submission package.
Atlas Fit Assessment
- Atlas Opportunity Score: 94/100.
- Nonagon N9+ Fit: 68/100. CADENCC expressly values decentralized clinical-trial technologies and improved remote data collection. N9+ could be relevant as a remote physical-examination, guided-exam, vitals and telehealth-enabled technology component where a protocol and the Government permit it, but it does not satisfy the prime clinical-network requirement by itself.
- Dr. Miltie / QC Healthcare direct-prime fit: 20/100 conditional.
- Direct-prime determination: NOT CLEARED / No Bid as prime based on currently verified records. A compliant prime must demonstrate the full clinical-network, Phase I/II, regulatory, staffing, facilities, data, project-management and past-performance capabilities required by the RPP, plus a valid 10 U.S.C. § 4022 participation pathway.
Potential Maryland Partner Landscape
MedStar Health Research Institute in Columbia, Maryland is a credible organization for further qualification because it operates a substantial clinical-research enterprise with regulatory, contracts/grants, biostatistics/informatics and clinical-trial support. Its public sponsor-inquiry route is Research@MedStar.net. This is a potential partner-fit observation, not a determination that MHRI has accepted the opportunity, satisfies every CADENCC requirement, or meets the applicable OT participation pathway.
