Opportunity Overview
The application period for Maryland’s Office of Overdose Response (MOOR) 2027 Opioid Restitution Fund Grant Program is closed, a two-year opioid-remediation opportunity for services benefiting Maryland residents with opioid use disorder, co-occurring substance-use or mental-health conditions, or elevated overdose/OUD risk.
Critical Eligibility Correction — Local Governments Are Not Eligible
Do not rely on the stale local-government language that still appears on MOOR’s public grant landing page as of September 10, 2026. MOOR’s August 11, 2026 corrected NOFA and signed acknowledgement form explicitly state that all language pertaining to local governments was removed and that no local government is eligible to apply to this opportunity. The revised NOFA identifies the applicant pathway as a 501(c)(3) nonprofit entity.
Nonprofits that provide billable services are eligible only when the proposed project provides billable services for the disproportionately impacted populations or youth identified in Section 3.2.2. Applicants must be in good standing with Maryland, satisfy applicable charitable-registration requirements, and meet all NOFA documentation and certification requirements. Recovery residences must maintain the required Maryland Certification of Recovery Residences and the program’s medication-for-OUD nondiscrimination policy.
Funding and Deadline
Applications may request up to $1,000,000 total across the two-year project period. Budgets must cover the anticipated January 1, 2027 through December 31, 2028 performance period. Awards are cost-reimbursement grants, although grantees may request up to 25% of the grant budget as a quarterly advance subject to MOOR approval.

Priority Project Areas
MOOR will consider projects serving people with OUD, OUD plus co-occurring SUD or mental-health conditions, or people at risk of opioid overdose/OUD. The corrected NOFA prioritizes:
- services for Black Marylanders age 55+, Hispanic youth under 25, LGBTQ+ populations, and pregnant and parenting people;
- youth SUD treatment and recovery support;
- reentry support for people leaving the criminal-justice system, including people receiving medication for OUD while incarcerated;
- recovery-continuum supports such as childcare, housing-establishment costs, transportation, financial education, record expungement and medically necessary dental care;
- family reunification, counseling, support groups and resilience-related supports for children and families affected by overdose;
- harm-reduction capacity building and qualifying supplies;
- linkage-to-care programs, including certified peers in emergency departments; and
- peer integration into non-clinical settings including recovery housing and schools.
Corrected Application Checklist
The August 11 correction materially changed the document package. Applicants must use the revised NOFA and submit the signed correction acknowledgement form. The correction removes the prior W-9 requirement and applicant-provided debarment proof; MOOR will perform the debarment check. It also adds or clarifies the financial-audit/financial-statements requirement, a completed risk assessment, at least two comparable-activity references, and documentation of the applicant’s operational structure and affiliated or auxiliary organizations.
Atlas Analysis
Atlas Opportunity Score: 96/100. This remains one of Maryland’s strongest current behavioral-health opportunities because it combines a $1 million two-year ceiling with direct support for treatment, recovery, youth, family support, reentry, harm reduction, peer services and linkage to care. The most important current risk is applicant ineligibility or an incomplete submission caused by relying on superseded instructions.
N9+ Direct Vendor Fit: 30/100 conditional. This is not a telehealth or remote-exam procurement. Technology or equipment should be considered only when a qualified nonprofit can tie it directly to an allowable opioid-remediation activity and document the cost under the controlling NOFA.
