Broad Eligibility

Maryland county governments, including Baltimore City, are eligible to apply. Local governments may apply on behalf of eligible nonprofit organizations that provide recovery housing and related services. The program supports transitional recovery housing for women recovering from substance use disorders who have children residing with them, are seeking reunification with their children, or are pregnant. Final 2026 eligibility and application requirements will be controlled by the NOFA and materials released September 2.
