Maine Community Resilience Partnership Service Provider Grants, Round 7 — Track 2 Community Vulnerability Assessments — are open for quarterly review. The Maine Office of Community Affairs (MOCA) invites eligible service providers to undertake community-informed vulnerability assessments with up to five Maine communities enrolled in or enrolling in the Community Resilience Partnership. The next quarterly application cutoff is November 13, 2026, at 5:00 p.m. Eastern Standard Time; further quarterly review is scheduled for March 15, 2027, subject to availability of funding.

Individual applicant funding and match

Qualified applicants may request up to $15,000 per participating community, for a combined individual proposal maximum of $75,000 for five communities. The approximately $600,000 total Round 7 pool is shared across both Service Provider Grant tracks and is not the amount available to a single applicant. A 15% applicant cost share is mandatory; eligible in-kind goods or services count. Pre-award costs do not qualify as grant expenses or match. Track 2 work is normally expected within 18 months and no grant agreement may exceed 24 months.

Eligible organizations and participating communities

Eligible service providers include regional planning organizations, councils of governments, regional economic development organizations, county governments, nonprofits, academic institutions, cooperative extension programs, and for-profit enterprises. Municipalities may apply if they demonstrate capacity to serve other communities. Each proposal must identify up to five Maine municipalities, Tribal Governments, plantations, townships, or unorganized territories that are enrolled or enrolling in the Partnership; participating communities must not have received assistance through an earlier Track 2 Service Provider Grant. Applicants must include a support letter from every participating community and may submit no more than one Track 2 application this round.

Projects supported and costs excluded

Track 2 funds a community-informed climate vulnerability assessment that examines hazards, infrastructure and community assets, at-risk populations, likely impacts, and practical prioritized recommendations. Recipients must help communities identify implementation funding and prepare subsequent Community Action Grant or other applications. Eligible costs may include project personnel, qualified contracts, travel, supplies, indirect costs, and meeting venue charges. Construction, computer equipment, permit fees and unrelated staffing are prohibited. Quarterly progress reports and a final report are required; spending before an executed grant agreement is not funded.

Application and required documents

Provide an application cover page, provider credentials in climate risk and vulnerability analysis, community eligibility information, letters of support from each community, scope and schedule for participatory assessments, engagement methods addressing vulnerable residents, a budget worksheet and budget narrative demonstrating the 15% match, and an explanation of how communities will pursue priority follow-on grants. Applications are submitted through the MOCA Submittable grant portal. Review the current MOCA Round 7 notice and controlling SPG2026-7 Program Statement (14 pages) before applying. This is a competitive assistance grant to applicants, not a commercial procurement contract.
