Opportunity Overview
The Maine Department of Education, Education Data and Data Systems, maintains an active Willing & Qualified vendor pathway for commercial-off-the-shelf Student Information System (SIS) software, maintenance, licensing, and hosting used by Maine School Administrative Units. State procurement record CT NOI 0720250674 extends the current master-agreement pathway through June 30, 2028. The State does not publish a closing clock time or time zone.
Current Contract Value
The approved 2026-2028 amendment totals $3,229,842.98 in projected spend across current qualified vendors. Maine DOE reports approximately $11.08 million in SIS spending from July 2019 through the current procurement, with approximately $1.61 million actually expended in FY 2025-2026.
School and System Scope
The pathway supports Student Information Systems for Maine public-school SAUs. Maine DOE states that the State has approximately 558 public schools within 197 local education agencies operating schools, one magnet school, eight career and technical education regions, and two state-operated programs, with information for approximately 169,000 public-school students recorded daily.
Vendor Eligibility and Requirements
Interested vendors must provide an SIS product that satisfies Attachment A and the State’s technical and security requirements. Required capabilities include student demographics and enrollment, attendance, grading, transcripts, scheduling, CTE data, special-education data, truancy and behavior data, restraint and seclusion data, multilingual-learner data, State reporting requirements, accessibility compliance, role-based access, security controls, and hosting/performance requirements.
Providers must maintain appropriate security controls, including annual SOC 2 Type II reporting, and must demonstrate current StateRAMP certification or documentation showing equivalent cloud-hosting technical requirements. The State also requires compliance with applicable Maine IT policies and digital-accessibility standards.
How Qualified Vendors Enter the Pathway
The State intends to continue the Willing & Qualified process together with the resulting IT Master Agreement. Interested parties that meet the Attachment A requirements should contact Maine DOE contract administrator Kimberly A. Hall at Kimberly.a.hall@maine.gov to be considered for the qualified-vendor list. Pricing is negotiated by the State based on the vendor’s response and SAU selections.
Current Qualified Vendors
The State’s current vendor list includes Wicked Good Software Inc., Rediker Software Inc., PowerSchool Holdings LLC, Infinite Campus, and Edupoint Educational Systems. Atlas treats this as one statewide vendor pathway rather than separate grant opportunities for individual school systems or incumbent vendors.
Atlas Relevance
This is a legitimate Maine K-12 education technology procurement pathway with statewide SAU applicability and a clear vendor-enrollment mechanism. It is not a grant to school districts and does not fund clinical technology, telehealth, remote diagnostics, or N9+ equipment. The current requirements do not establish a viable direct Dr. Miltie, LLC path because the supplier must provide a qualifying Student Information System and satisfy substantial SIS, accessibility, security, SOC 2, and StateRAMP-equivalent requirements.
Next Action
Maintain this as school-technology procurement intelligence rather than an applicant-outreach queue. Do not create cold school applicant outreach from this record. A prospective SIS vendor should first verify every Attachment A functional and technical requirement, current annual security documentation, StateRAMP or equivalent controls, and Maine DOE onboarding instructions before contacting the State.
