Opportunity Overview
Maine DHHS, Office of Aging and Disability Services, maintains an active Willing & Qualified contracting pathway for State-funded Emergency Transitional Housing Home Support Services. The current agreement period runs through December 31, 2027.
Service Scope
The pathway supports temporary Emergency Transitional Housing home-support services when an urgent and unpredictable need arises and until the individual no longer needs ETH or a permanent placement becomes available. Providers must deliver services in accordance with the person’s plan and the applicable MaineCare Section 21 Home Support requirements.
Current Funding and Providers
The controlling PJF lists $1,050,000 in projected spend across five incumbent providers: Granite Bay Care ($366,000), Support Solutions ($180,000), Coastal Community Care ($450,000), Dirigo Support Professionals ($18,000), and MERT Enterprises ($36,000). These organizations are incumbents, not unsent applicants for this exact opportunity.
Eligibility and Qualification Requirements
Providers must be willing and qualified to furnish Home Support services, be able to begin service delivery within 24 hours after referral, and satisfy the applicable provider qualifications and operational requirements. The State aligns payment with the Agency Home Support rate under 10-144 CMR Chapter 101, Chapter III, Section 21. The PJF states that an RFP is not intended because any willing and qualified provider may provide the service at the established rate.
Atlas Relevance
This is a legitimate disability-services and community-based care pathway, but the controlling record does not establish telehealth, remote-exam technology, diagnostic equipment, or N9+ costs as allowable. Dr. Miltie does not appear to be a viable direct prime provider because the required Home Support operational qualifications and rapid-response service capacity are not established.
Next Action
Treat the five named organizations as incumbents. For any prospective additional provider, verify current W&Q availability, Section 21 qualification, 24-hour response capacity, contract terms, and funding availability with OADS before applying canonical CRM, Atlas_Email_Queue, Email Opt-Out, sent-history, reply, bounce, deadline, approval, and organization+exact-opportunity deduplication controls.
