Atlas Analysis

State-administered rolling emergency opportunity. Applicant-specific emergency facts and LOCD invitation are required before pursuit.

The Louisiana Office of Community Development Local Government Assistance Program Emergency Set Aside provides rolling emergency funding for qualifying Louisiana local governments when a recent emergency affects the health and safety of residents.

Funding: A total of $500,000 is set aside for LGAP emergency projects. The ceiling for an individual emergency grant is $300,000.

Deadline: Applications are accepted on a continuous basis. The emergency situation must have occurred within three months of application submission.

Who can apply: Louisiana municipalities and parishes identified by HUD as non-entitlement communities. Applicant-specific eligibility must be confirmed before action.

Eligible activities: The regular LGAP program supports high-priority public health and safety needs including fire protection, sewer and water improvements, essential government building renovations, police protection, land acquisition, demolition, equipment, roads, drainage, and eligible engineering costs. Emergency applicants must first contact LOCD so the agency can determine whether the proposed project meets program intent.

Application process: If LOCD determines the emergency project meets program intent, the local government will be invited to submit an application. The current LGAP page also states that applications require a local government resolution of support and letters of support from the state senator and state representative representing the project area.
