The Louisiana Office of Community Development Community Water Enrichment Fund Emergency Set Aside provides rolling emergency funding for qualifying Louisiana local governments facing recent community water emergencies that affect resident health and safety.

Funding: A total of $500,000 is set aside for CWEF emergency projects. The ceiling for an individual emergency grant is $300,000.

Deadline: Applications are accepted on a continuous basis. The emergency situation must have occurred within three months of application submission.

Who can apply: Louisiana municipalities and parishes identified by HUD as non-entitlement communities.

Eligible activities: CWEF funds may be used for rehabilitation, improvement, and construction of community water systems. Reasonable engineering costs are eligible within the program limits. The current program page excludes previously incurred debt, private-property improvements, ongoing salaries, overtime, administration, engineering-only or planning-only projects, fire-hydrant-only projects, generators, tools, water-line locators, heavy digging equipment, chemicals, and incidental supplies.

Application process: Emergency applicants must first contact LOCD to discuss the proposed project. If LOCD determines the project meets program intent, the local government will be invited to submit an application.
