Scope: Approved providers may deliver literacy and/or mathematics tutoring after school hours, in person or virtually, with no more than four students per session. Families select approved providers through the Steve Carter Tutoring Portal, providers invoice through the portal, and families verify delivered services before payment.
Provider requirements: Applicants must address organization information, tutoring experience and quality measurement, instructional approach and curriculum alignment, progress monitoring and data management, delivery technology, tutor qualifications and background checks, tutor effectiveness and training, support for students with disabilities and English Learners, family and school engagement, references, proposed pricing, scope and sequence, and grade-specific lesson plans with required instructional materials. Applications must conform to all administrative and legal requirements and pass all six evaluation standards. No cover letter, executive summary, or organizational marketing materials are accepted.
Pricing: The RFA caps provider rates at $60 per hour for 1:1 tutoring and $40 per student per hour for 2:1, 3:1, or 4:1 tutoring. Group size may not exceed 4:1. This is a provider reimbursement opportunity rather than a conventional grant award, and the RFA does not establish an applicant grant cap or non-Federal match requirement.
