Atlas Analysis

The 2026-2027 Louisiana Accelerate High-Dosage Tutoring Service Providers RFA sought organizations able to deliver embedded, school-day high-dosage literacy and math tutoring for K-5 students. The cycle opened July 15, 2026 and closed September 30, 2026. Louisiana's current RFA listing states that state review runs October 1 through December 31, 2026, after which school systems may select approved providers from the Louisiana Tutoring Vendor Guide.

Verified September 12, 2026. The Louisiana Department of Education is accepting applications for the Accelerate: High-Dosage Tutoring Request for Applications, solicitation 678PUR-AccelerateHDTutoring, for the 2026–2027 provider review cycle.

Deadline and application path

The controlling LDOE RFA states that the submission window opened July 15, 2026 and closes September 30, 2026. Louisiana LaPAC supplies the exact bid-open time as September 30, 2026 at 5:00 PM CT. Applicants use the LDOE Professional Learning Partner application process and must create the required My.La and LDOE Professional Learning Partner accounts.

Purpose and contracting structure

The RFA establishes approved providers for school-day embedded high-dosage literacy and mathematics tutoring for eligible Louisiana students in kindergarten through grade five. Local education agencies choose from approved providers and contract directly with them. Beginning in the 2026–2027 school year, external-provider Accelerate funding operates under outcomes-based contracting structures, with a portion of payment tied to agreed student outcomes and implementation expectations.

The RFA does not publish a statewide contract ceiling or fixed applicant award amount. This is a vendor-approval procurement pathway rather than a grant to Dr. Miltie, so no grant match or cost-share requirement applies to the provider application itself.

Required application components

Applicants must provide organization and contact information; organizational goals, tutoring experience and outcomes-based contracting experience; quality-measurement methods; literacy and numeracy methodology; alignment to high-quality curriculum, assessments and progress monitoring; the data-management system used to track attendance, progress and outcomes; delivery technology; tutor qualifications, hiring, background checks, monitoring, training and staffing capacity; support for English Learners and students with disabilities; stakeholder-engagement plans; one-page support and results references; and a complete K–5 instructional-materials package including scope and sequence, tutor-facing guides and lesson plans, student materials and assessments. The application also requires certification by signature and date. Providers using AI must supply the required data-privacy statement. Current LDOE-approved Accelerate providers do not need to reapply in this cycle.

Atlas fit

Atlas Opportunity Score: 30/100. N9+ Fit Score: 0/100. The verified scope is academic literacy and mathematics tutoring. It requires specialized tutoring experience, qualified instructors, K–5 instructional materials, references, school-system implementation support and student-outcome reporting. No legitimate role is established for the Nonagon N9+ device and platform or QC Healthcare, and connected records do not establish the mandatory tutoring qualifications needed for a responsible direct bid. Atlas therefore classifies this opportunity as No Bid / Do Not Pursue for Dr. Miltie and QC Healthcare.
