Kentucky’s 2026 Land and Water Conservation Fund (LWCF) round is administered by the Kentucky Department for Local Government using federal National Park Service funding. The program supports acquisition of land for outdoor recreation and development or renovation of public outdoor recreation facilities, including campgrounds, picnic areas, sports and playfields, swimming and boating facilities, fishing facilities, trails, natural areas and passive parks.
Funding and Match
Applicants may request from $25,000 to $1,000,000. LWCF is a 50/50 matching reimbursement program, so the applicant must provide 50% of the total eligible project cost.
Eligibility
Eligible applicants are Kentucky cities, counties, state agencies and federal agencies. For leased property, the 2026 application requires the land to be owned by a government agency and the lease to have at least 25 years remaining at project approval.
Deadline and Submission
The completed application and attachments are due October 30, 2026 and must be submitted to the Kentucky Department for Local Government Office of Federal Grants. The current DLG program page and application do not publish an exact cutoff clock time or time zone, so applicants should verify live submission instructions before filing.
Required Application Materials
The current 2026 application requires project and sponsor information, project description and justification, a funding and match plan, a detailed budget, appropriate acquisition and recreation forms, a boundary map, site plan, proof of property ownership or qualifying lease, Section 106/SHPO review, Kentucky State Clearinghouse review, an authorizing resolution, federal assurances and certifications, public-meeting documentation and concurrence materials, and U.S. Fish and Wildlife Service IPaC species review documentation.
The full park boundary receiving LWCF protection is subject to perpetual outdoor-recreation protection. The program also requires public-access and stewardship obligations and a deed restriction before reimbursement for awarded projects.
Scoring and Readiness
The 2026 scoring framework considers prior LWCF administration, accessibility of the project site to the user population, concentration of funds on the primary recreation facility, long-term operation and maintenance capacity, whether the applicant already has an open LWCF project, service to special populations, and alignment with Kentucky Statewide Comprehensive Outdoor Recreation Plan goals.
Atlas Analysis
Atlas Opportunity Score: 76/100. This is a legitimate Kentucky-administered federal pass-through opportunity with meaningful capital value for eligible public entities. N9+ Fit Score: 0/100. QC Healthcare Fit: 0/100. The controlling materials fund public outdoor recreation and do not establish a defensible healthcare technology, telehealth, remote-examination or clinical-device pathway. N9+ should not be introduced or forced into this opportunity.
