Opportunity Overview
Kentucky Infrastructure Authority (KIA) and the Kentucky Division of Water opened the FY 2028 Call for Projects for the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) on September 21, 2026. The official announcement states that more than $110 million is anticipated to be available across the two competitive infrastructure financing programs for projects seeking funding during state fiscal year 2028, July 1, 2027 through June 30, 2028.
Funding Structure
These are low-interest revolving-loan programs rather than ordinary grants. The FY 2028 Intended Use Plans have not yet published final projected rates. KIA currently lists construction rates of 2.75% for borrowers with median household income at or above $63,726, 1.75% for borrowers with median household income between $50,982 and $63,725, and 1.00% for borrowers at or below $50,981. The 1.75% rate may also apply to certain environmental-compliance projects and regional providers. Final FY 2028 rates remain subject to the 2028 Intended Use Plans and KIA Board approval.
Project Eligibility
CWSRF financing supports eligible wastewater and clean-water infrastructure projects that must be included on the Clean Water Project Priority List. KIA identifies examples such as sewer collection lines, wastewater treatment facilities, stormwater projects, and detention basins. DWSRF financing is available to nonfederal governmental agencies for facilities necessary to achieve or maintain Safe Drinking Water Act compliance or otherwise protect public health; borrowers must demonstrate financial, managerial, and technical capacity. Examples include waterline replacement or extension, storage tanks, pumps, treatment plants and upgrades, generators, and water meters.
Required Pre-Application Process
A Project Profile is required. Applicants must work with the appropriate local Area Development District to complete or update the Project Profile and related mapping in the Water Resource Information System. The applicable CWSRF or DWSRF pre-application template should be provided to the local Area Water Management Council before its next meeting. The Project Profile must receive Area Water Management Council approval to be included on the FY 2028 Project Priority List.
Current Deadline
The official FY 2028 Call for Projects is open from September 21, 2026 through December 15, 2026. The controlling announcement does not publish an exact December 15 cutoff clock time or time zone.
