Opportunity Overview
The Kentucky Board of Emergency Medical Services (KBEMS) administers a recurring ambulance block grant program that assists Kentucky counties and merged governments with emergency medical services needs. Under the current Kentucky administrative regulation, the next county and agency application cycle must be made available by KBEMS no later than October 1, 2026 for the forthcoming fiscal year, with applications due no later than January 31, 2027.
Current Cycle Status
KBEMS currently shows the FY 2026-2027 ambulance grant cycle as closed. The FY 2027-2028 application package and cycle-specific award information have not yet been posted on the current KBEMS program page as of September 23, 2026. Atlas is therefore treating this record as Upcoming / Verification Hold rather than carrying forward prior-cycle terms as if they were current.
Eligibility
Under 202 KAR 7:520, a Kentucky county or merged government may apply if it maintains qualifying primary EMS 911 response and transport service. A licensed ambulance agency does not independently apply for or receive the block grant outside the county process. The current regulation requires completion of the County Application, Kentucky Ambulance Grant (KBEMS G-1), and the Agency Application, Kentucky Ambulance Grant (KBEMS G-2), using the electronic process prescribed by KBEMS.
Allowable Expenditures
The current regulation permits authorized purchases that include ambulances, equipment, training services, or other items necessary to meet minimum EMS requirements; EMS-related educational tools; EMS-related continuing-education registrations; and items on the Department of Homeland Security Authorized Equipment List. Travel, food, gas, lodging, and incidental expenses associated with continuing education are not allowable grant expenditures.
Funding
The currently posted FY 2026-2027 KBEMS page states a maximum grant award of $10,000 per county for that closed cycle. KBEMS has not yet posted the FY 2027-2028 cycle-specific funding ceiling, so Atlas will not assume that the $10,000 prior-cycle maximum automatically carries forward.
Timing and Submission
202 KAR 7:520 requires KBEMS to make electronic county and agency applications available no later than October 1 of the forthcoming application year and to notify eligible Class I agencies. County and agency applications are due electronically no later than January 31 each year. The regulation also requires the applicable Grant Accountability of Funds (KBEMS G-4) by January 31 for prior-cycle funds when required.
Atlas, N9+, and QC Healthcare Fit
This is a strong EMS equipment and readiness opportunity, but N9+ fit is conditional and must not be assumed. A device or technology may only be considered if it is an authorized purchase under the current KBEMS rules, is included and approved on the agency’s G-2 application, and satisfies any cycle-specific equipment restrictions. Ordinary ORIGINAL outreach must not introduce or sell N9+.
QC Healthcare may have a potential vendor role where an eligible county or ambulance agency independently identifies an allowable equipment need, but neither Dr. Miltie nor QC Healthcare is established as an eligible direct applicant. Any procurement must follow applicant, county, KBEMS, and applicable purchasing requirements.
Verification Hold / Next Action
Monitor the official KBEMS Ambulance Grant Funding page through October 1, 2026. When the FY 2027-2028 cycle is posted, verify the live funding ceiling, current G-1/G-2 forms, exact submission workflow, any equipment-list revisions, applicant compliance requirements, amendments, and any cycle-specific deadlines before publication, applicant-specific package production, or ORIGINAL outreach.
