Opportunity Overview
Sedgwick County, in coordination with the City of Wichita and the Wichita-Sedgwick County Addiction Intervention Coalition, is seeking proposals for evidence-based opioid use disorder treatment, recovery, prevention and education services under the Stigma Reduction, Community Outreach, and Education priority area.
Funding & Deadline
Total funding available is $250,000, with anticipated awards of up to $50,000 each and five awards anticipated. Proposals are due September 15, 2026 at 1:45 PM Central Time. The contract period is planned through December 31, 2027, with a possible one-year renewal by mutual agreement.
Eligible Applicants
The required response form recognizes nonprofit organizations, government agencies or departments, healthcare providers, behavioral health or substance use treatment providers, schools or education partners, tribal organizations, faith-based organizations, grassroots or peer-led organizations, for-profit providers, and other applicants. Required attachments include an IRS determination letter or government-entity documentation, W-9, recent audit or financial statement, detailed budget workbook, and applicant certification. Prospective applicants should confirm how the required IRS/government documentation applies to their legal form before relying on eligibility.
Program Focus
The scope prioritizes culturally sensitive, inclusive, evidence-based stigma reduction, public awareness, community outreach, education and navigation. Example activities include awareness campaigns, community storytelling, anti-stigma toolkits, public forums, and targeted education for healthcare providers, educators, law enforcement and policymakers.

Dr. Miltie / QC Healthcare is not advanced as a direct prime bidder on current evidence. The solicitation emphasizes OUD-program delivery, demonstrated qualifications and evidence-based stigma/outreach capability. A specialized communications or behavioral-health provider is the more natural prime.
Important Procurement Rule
All solicitation communications must go through Sedgwick County Purchasing. The RFP prohibits direct or indirect contact with County or City employees, Coalition members, using agencies, evaluators or elected officials about the solicitation.
