Opportunity Overview
Sedgwick County, in coordination with the City of Wichita and the Wichita-Sedgwick County Addiction Intervention Coalition, is seeking evidence-based OUD Treatment, Recovery, Prevention and Education services under the Integrated Care priority area.
Funding & Deadline
Total funding available is $580,000, with anticipated awards of up to $200,000 each and 2–3 awards expected. Proposals are due September 15, 2026 at 1:45 PM Central Time.
Program Focus
The RFP supports sustainable integrated care across the healthcare continuum for people with complex needs. Examples include expanded outpatient or intensive outpatient SUD treatment, co-located or integrated SUD and mental-health services in health settings, recovery housing, transportation and childcare supports, targeted outreach and enrollment, wraparound services, peers/community health workers, and care-coordination infrastructure.
Eligible Applicants & Submission Controls
The required response form recognizes nonprofit organizations, government agencies or departments, healthcare providers, behavioral health or substance use treatment providers, schools or education partners, tribal organizations, faith-based organizations, grassroots or peer-led organizations, for-profit providers, and other applicants. Required attachments include an IRS determination letter or government-entity documentation, W-9, financial documentation, detailed budget materials, and applicant certification. Because a for-profit provider is an available organization type while the required attachment list calls for an IRS determination letter or government documentation, a for-profit prime must resolve that documentation requirement through the controlling procurement process before relying on eligibility.

N9+ can legitimately support remote physical examination, telehealth-enabled encounters, integrated behavioral/medical workflows, mobile/low-barrier access and care coordination when embedded in a qualified provider’s evidence-based OUD program. The device/platform is not itself a substitute for the clinical and OUD-service qualifications scored by the RFP.
Direct Vendor Review
Do not advance Dr. Miltie as a TRUE direct prime on current evidence. A partner-led or technology-subcontract structure is the defensible path with a qualified OUD/behavioral-health/healthcare provider as prime. The response package places substantial weight on qualifications, capacity and evidence-based practice, and the legal-form documentation requirement is unresolved for a standalone for-profit prime.
