Opportunity Overview
Sedgwick County, in coordination with the City of Wichita and the Wichita-Sedgwick County Addiction Intervention Coalition, is seeking evidence-based opioid use disorder treatment, recovery, prevention and education services under the Expansion of Treatment Capacity priority area.
Funding & Deadline
Total funding available is $900,000, with anticipated awards of up to $450,000 each and two awards expected. Proposals are due September 15, 2026 at 1:45 PM Central Time.
Program Focus
The RFP seeks financially sustainable, comprehensive treatment services that make all levels of care accessible and equitable. Examples include expanded medical-detox capacity, sliding-scale detox access, treatment transitions, MAT/MOUD prescribing capacity, expanded clinic hours, mobile or low-barrier MAT/MOUD delivery, patient navigation, provider training, diversion infrastructure, and MAT/MOUD services in justice settings.
Eligible Applicants & Submission Controls
The required response form recognizes nonprofit organizations, government agencies or departments, healthcare providers, behavioral health or substance use treatment providers, schools or education partners, tribal organizations, faith-based organizations, grassroots or peer-led organizations, for-profit providers, and other applicants. Required attachments include an IRS determination letter or government-entity documentation, W-9, financial documentation, detailed budget workbook, and applicant certification. A for-profit prime must resolve the required legal-form documentation through the controlling procurement process before relying on eligibility.

N9+ could legitimately support remote physical examination and telehealth-enabled encounters within mobile or low-barrier MAT/MOUD, treatment-access expansion and coordinated-care models. The strongest structure is a qualified treatment provider leading the clinical program with Dr. Miltie supplying technology or implementation support where the proposal and budget rules allow it.
Direct Vendor Review
Do not advance Dr. Miltie as a TRUE direct prime on current evidence. The RFP is primarily a treatment-services procurement and places significant weight on organizational qualifications, evidence-based practice and service-delivery capability. Partner-led or technology-subcontract pursuit is the defensible route.
